Org. Setting and Reporting

The mission will be guided by ECA's five strategic directions which are: advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

This position is in the Recruitment Services Unit, (RSU) Staff Capacity Group (SCG), Human Resources Management Section (HRMS), Division of Administration (DOA), United Nations Economic Commission for Africa (ECA). The incumbent will work under the overall guidance of the Chief Human Resources officer (CHRO) and the direct supervision of the Chief Recruitment Services Unit (RSU).

Responsibilities

Recruitment and placement

  • Participates in the selection of candidates for secretarial, clerical and other categories of positions; including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates.

  • Assists in the filling of posts for all categories, including initiating and following up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.

  • Assists in organizing and coordinating competitive recruitment examinations.

  • Oversees the maintenance of vacancy announcement files and tracking the status of vacancy announcements.

  • Reviews and processes personnel actions through Umoja.

  • Advises staff on visa matters.

Administration of entitlements

  • Reviews and processes requests for entitlements and claims.

  • Maintains Umoja entitlements reference tables.

Staff development and career support training

  • Assists in organizing and conducting training courses and workshops.

  • Provides logistics and administrative support to trainers.

Classification

  • Assists in reviewing and processing requests for classification.

  • Provides advice and answers general queries on classification procedures and processes.

General

  • Conduct exit interviews for separating staff and assist him/her in final arrangements.

  • Maintains HR-related automated systems and applications including automated databases containing HR-related statistics and prepares periodic reports.

  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.

  • Assists with visualizations and updating information material such as web pages or brochures.

  • Undertakes research on a range of HR-related issues and assists in the preparation of notes/reports.

  • Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in Umoja, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.

  • Prepares written responses to queries concerning HR-related matters.

  • Trains and provides supervision to new and lower-level staff in the unit.

  • Performs other duties as required.

Education

  • High school diploma or equivalent. The minimum years of relevant experience is reduced by two years for candidates who possess a first-level University degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in human resources management, administrative services or related areas is required.

  • One year or more of experience in data analytics or related areas is desirable.

  • Experience using Enterprise Resource Planning (ERP) or similar human resource software is required.

  • Experience with United Nations or similar international originations rules and regulations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
