Job Description
Major Responsibility
Programs development & planning
Coordinates designing of all programs irrespective of funding sources including annual planning and budgeting processes by working closely with and supporting AP’s MEAL Officers for timely and quality delivery of MEAL functions in accordance with DME policy.
Facilitate timely orientations and capacity building on LEAP, DPA, HORIZON, and other strategic initiatives using centrally shared materials, procedures, and tools to respective APs.
Support APs in the identification and contextualization of key indicators from the National Standard TPs including CWB target indicators that relate to program objectives and activities.
Support APs in concept notes and proposals development as deemed necessary;
Monitoring and reporting
Coordinates all projects’ and programs’ monitoring and reporting activities including AMR, SAR, AMIC, and LQAS measurements and others to ensure proper measurement of set indicators within the Hub irrespective of the funding sources by working closely with and supporting AP MEAL Officers.
Ensures identification and adaptation of appropriate monitoring and reporting tools and methodologies as required by respective stakeholders using participatory approaches as required.
Ensures each AP has detailed schedules of activity monitoring and budget information tracking systems and processes and plans with clearly defined roles and responsibilities.
Ensures the use of data management systems, the rigor of data analysis, aggregation, and synthesis of results to draw inferences using appropriate tools by respective AP MEAL Officers.
Coordinates and ensures appropriate use of systems such as HORIZON and other NO’s established protocols.
Coordinates the preparation of regional and annual to the CSA reports.
Programs and Projects Evaluation
Coordinates all projects’ and programs’ evaluations within the Hub by liaising with MEAL Department and Support Service Division (SSD) at NO, concerned project managers and the AP irrespective of sector or sources of funding for the project.
Ensures proper coordination with respective stakeholders including regional, zonal and woreda government offices as required.
Ensure the participation of communities in the evaluation process through the concerned AP.
Ensure evaluation reports are shared with concerned stakeholders for learning and future use.
Accountability
Coordinate and support APs in rolling out social and program accountability frameworks.
Support the establishment of feedback mechanisms from beneficiary communities in APs which have pleaded to implement the framework
Ensure and support APs to implement Program and Social Accountability by building capacity
Surveys and assessments
In collaboration with concerned units at NO and APs, coordinate surveys and assessments following set standards and guidelines using prescribed tools by partners.
Support AP MEAL officers in developing a sampling framework for baseline studies.
Ensure proper coordination by APs with partners for appropriate timing of data collection and providing feedback.
Support APs in the internalization of standard tools developed or adopted by the NO for qualitative and quantitative data collection, and field testing of the tools to ensure the relevance of the questionnaire or tools used for generating required data accuracy.
Networking and Collaborate with Partners
Support Hub Management/leadership in networking and collaboration with partners at zonal and regional governments level.
Identify key users of the information, sharing and facilitating comprehensive scoping for discussions with key stakeholders.
Review critical findings from monitoring, evaluation and various survey reports for sharing with concerned stakeholders and for use in new program development.
Support Hub leadership with monitoring of CESP implementation (sponsorship business operation) at the Hub level and undertakes other assignments given by the Program Manager and Hub lead relevant to the role and the Hub
Required Education, training, license, registration, and certification
Qualification required: BA/BSc/MA/MSc Degree in Social sciences, Development Studies and related fields.
Preferably, MA/MSc/MBA/MSW or BA/BSc Degree in Social Sciences, Development Studies and related fields
Highly skilled in data analysis using computer packages like Epi-info, SPSS, Power BI, Mobile Data Collection Tool, Advanced MS-Excel;
Required Professional Experience
Experience: 5+ years in relevant field and NGOs experience
Good understanding of Transformational Development/TD
At least five years’ work experience in NGO environment development-related field
Understanding of World Vision’s development programs;
Good presentation, communication, networking and partnering skills;
Participatory Program and Project Designing, Monitoring and Evaluation Experience;
A strong aptitude for organizational change, innovation, learning, team building; and
Preferred Knowledge and Qualifications
Demonstrated understanding of MEAL principles and standards
Demonstrated experience and expertise in developing a comprehensive MEAL framework and plan;
Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy, and teamwork skills.
Strong conceptual knowledge about theories of change, logic model, multi-sector program indicators, data quality assurance, data utilization, and gender integration into M&E;
Proven experience and skills in quantitative and qualitative research methods, survey design and implementation;
Excellent facilitation, program/activity management, and written and oral communication skills
Experience in economic development as it relates to international development issues and approaches
Demonstrated interest in and capacity to deliver knowledge management and/or organizational learning programs
Ability to link content development and engagement strategies that facilitate timely, useful delivery of information through project learning platforms and activities
Demonstrated interest and experience in international development, especially overseas experience a plus
Creative problem-solving and ability to work under tight deadlines
Team player with a positive attitude
Travel and/or Work Environment Requirement
The position requires the ability and willingness to travel domestically up to 35% of the time.
Language Requirements
Fluency and excellent command of English, in both oral and written communication skills, is required.
