Introduction
WaterAid has started its work in Ethiopia since 1983 and established its Country Programme in 1991. It has been engaged in the water, sanitation and hygiene (WASH) sector since then with a vision of everyone everywhere has access to clean water, improved sanitation and hygiene. So far, WaterAid Ethiopia has grown to become a nationally recognized actor in the WASH sector. It has been operating in Amhara, Oromia, Benishangul Gumuz, SNNPRS and Harari Regional States and Addis Ababa City Administration. This growth as well as new developments in the Ethiopian WASH sector through various frameworks such as Growth and Transformation Plans and the ONE WASH National Programme (OWNP) with scope to expand Climate Resilient WASH Programmes, the Universal Access Plan (UAP), and Sector Wide Approach (SWAp) and other relevant policies and strategies present opportunity to WaterAid Ethiopia to advance WASH services. WaterAid has put in place a ten years’ Global Strategy (2022 – 2032) that made a bold commitment to “ending the water, sanitation, and hygiene crises together – for everyone, everywhere”. WaterAid Ethiopia (WAE) has also developed a five-years (2023 – 2028) Country Program Strategy that is aligned with the Global Strategy and focuses on 2 Aims: Achieve universal, sustainable and safe WASH services in focused geographic areas to influence wider change; and Strengthen the resilience of WASH to climate change. For effective achievement of these aims, WAE employs System Strengthening as its core approach that also contains five key aspects that cut across the Aims: service delivery and capacity strengthening; influencing; partnership and alliances; gender equality and social inclusion; and evidence, learning and innovation and strategies on promoting sustainable WASH services and behaviour changes.
Job Purpose
The Human Resource Coordinator is responsible for delivering high-quality and tactical operational human resources services including recruitment and staffing, employee relations, performance management, compensation administration, benefits administration, employee development, training, safety, and employee services for WAE in a manner that is responsive to client needs. S/he will contribute to the development and implementation of human resources related policies, and processes and proactively ensure effective and efficient planning and management of human resources services for WAE.
Main Responsibilities and Duties
Human Resource Management
Deliver quality operational HR processes for the CP including support for recruitment, orientation & onboarding and exit processes,
Develop and coordinate staff training and development programs and facilitate their implementation processes,
Support line managers in the interpretation of HR policies and processes and implementation of same across the organization.
Primarily accountable for employee leave management, employee welfare, and benefits management (including liaising effectively with third-party providers of employee benefits -health insurance, life insurance, travel insurance, pension fund administrators), etc.
Maintain efficient and ‘audit ready’ processes/systems for handling employee and other HR-related documents.
Ensure HR documentation (both in paper and the HR systems), files and records especially staff files are well maintained, complete, and up to date.
Ensure all government requirements from the CP as an employer are complied with; like pension scheme, registration are fulfilled and submitted to private pension scheme.
Support CP staff to comply with all elements of WaterAid performance management processes and proactively seek potential opportunities /providers of learning and development priorities agreed by staff in their development plans.
Lead in designing content and planning of annual staff retreat and other HR-related events for the CP.
Support the Head of People & OD to deliver timely reports of a routine nature to WAE on in-country HR activities; manage CP input to key WaterAid people processes including inputs to salary surveys, employee engagement surveys, etc.
Support the CP teams to deliver qualitative people management: administration, employee documentation performance management, and other HR-related solutions.
Support in the resolution of gaps in WAE HR processes and systems as may be identified from internal and external audits.
Safety and Security Focal Person
Serve as the safety and security primary focal point and a crisis management team member and share messages with staff as appropriate.
Provide capacity support and training to Regional/Field Offices to ensure that they are equipped with safety and security equipment/tools. Maintain, and update all contact lists (staff, partners) on a monthly basis.
Organize and conduct safety and security training (including first aid and fire safety) as required.
Communicate any safety and security issues to Country Director in a timely manner
Coordinate orientation to new staff and visitors and ensure that they comply with safety and security policies and procedures.
Ensure guard company contracts are updated, relevant to tasks needed, and fulfilling contractual obligations.
Create and maintain an environment that upholds WaterAid’s Global Code of Conduct and associated safeguarding and child protection policies.
Ensure that Safeguarding, Child Protection, and Gender Equality policies are fully embedded in project design and implementation as well as relationships with all actors
Ensure that comprehensive health, safety, and security measures (e.g. risk management plans, local security protocols) have been put in place when designing Programmes/projects and are consistently upheld during their implementation.
Ensure that partners WaterAid works adopt the same health, safety, and security standards (as defined in any applicable WaterAid health, safety, and security policies), and arrange for capacity-building support where gaps or weaknesses are identified.
Understand and put into practice the responsibilities under Safeguarding, Child Protection and Gender policies and Code of Conduct (CoC).
Adhere to any local security protocols that have been put in place when working in the office, traveling to the field, or undertaking project / Programme activities.
Immediately report any health, safety, and security incidents or near-misses that occur on WaterAid duty to their line manager, Security Focal Point, or CD.
Behave and act in a manner that does not put colleagues or anyone who interacts with WaterAid in immediate danger or harm’s way.
Other duties
Preparing letters to stakeholders with support from program staff on contents.
Establish and maintain formal and informal links with suppliers, service providers, and agencies to ensure that the organisation is providing the appropriate range and quality of services.
Develop a database of internal and external contacts.
Perform any other responsibilities, tasks, or activities as reasonably required by the line manager as the range of duties is not intended to be a complete description of all.
Key Competences, Skills, Experience and Knowledge
Bachelor’s Degree in Human Resources Management, Business Management, Administration, or other related field. Professional certification in Human Resources will be an added advantage.
Minimum of 5 years’ experience in Human Resources Management and office administration.
General knowledge of the principles and practices of Administration, outstanding interpersonal relationship building and employee coaching skills, demonstrated ability to provide follow-up on a timely basis and keep stakeholders informed of the status of projects, experience in developing and implementing process improvements,
Computer literate: MS Word, Excel, PowerPoint, and any Human Resource Management System (HRIS).
Experience in recruitment, employee relations, reward, performance management, employment legislation, staff training, learning and development.
Ability to establish credible relationships within the organization as well as with senior decision-makers in external institutions.
Competency in WaterAid common approaches to work including partnerships, convening, inclusion, systems strengthening, creating behavioral change, and mainstreaming gender and inclusion of youth.
OD-oriented approach, strong knowledge of HR best practices and innovative new practices.
Attention to detail.
Strong IT skills particularly in MS Word, Excel, and Outlook, with experience in using HR databases, online recruitment tools, and Intranets.
Analytical and numeracy skills, to produce and distill accurate information.
Strong communication skills in written and oral English, and presentation
