Program / Department Summary
The Research for Innovative and Sustainable Water in Ethiopia (RISE) is a fifteen-month program that aims to explore the feasibility and suitability of public-private partnerships (PPPs) in the water sector in Amhara region, Ethiopia. The program will conduct scoping assessments to identify the opportunities and challenges of privatizing water services, such as the capacity, information, and financial status of potential local actors, the governance and legal frameworks, and the performance and impacts of existing PPPs in the water sector. The program will also provide actionable recommendations to attract private-sector engagement and disseminate the research findings to various stakeholders at the local and national levels. The program hopes to create a model that can be replicated in other regions of the country. The program will be implemented in North Mecha, Dera, and Farta Woredas of the Amhara region.
General Position Summary
The Project Officer will play a crucial role in managing the operational and logistical elements of the RISE project in Amhara, Ethiopia. This position requires strong project coordination, operational management, logistical skills, and strong communication. The Project Officer will be responsible for overseeing field activities, coordinating with stakeholders and local vendors, ensuring smooth implementation of the assessment, and providing support to the evaluation team. The Project Officer is also responsible for budget management, compliance with donor regulations and organizational policies, and plays a key role in safety and security procedures.
Essential Responsibilities
Oversee field activities related to the scoping assessments, such as data collection, data entry, data quality assurance, data analysis, etc.
Works closely with the project team including Market system development specialist, learning and research specialist, and other team members in activities designing and strategy development and in applying market systems development approaches.
Keeps all necessary information and tracks all records of beneficiaries, businesses institutions, and stakeholders in the site.
Participates in the development of detailed implementation plans for project activities, including roles, timeframe, and desired outcomes.
Develops, implements, and monitors the progress of work plans at site levels and adaptively manages the project activities at his/her respective locations.
Provide field-level facilitation support to other team members for innovative action and exchange information, coordinate activities, and develop team spirit in project management.
Coordinate with stakeholders and local vendors, such as local service providers, local governments, financial institutions, water users’ associations, community members, consultants, translators, drivers, etc.
Ensure smooth implementation of the assessment, such as arranging transportation, accommodation, equipment, materials, permits, etc.
Provide support to the evaluation team, such as facilitating meetings, workshops, interviews, focus group discussions, etc.
Manage budget for the evaluation pilot activities and ensure compliance with donor regulations and organizational policies.
Play a key role in safety and security procedures for the evaluation team and field activities.
Report on the progress, challenges, and lessons learned from the evaluation pilot activities using appropriate tools and formats.
Perform any other duties as assigned by the supervisor.
Reports Directly To: RISE Project Coordinator
Technical reporting:
Works Directly with the RISE program team, PaQ director, Data Analytics Manager, Country CARM advisor, Technical Sector Advisors, other support functions (Operations and Finance)
Knowledge and Experience
Educational background - BSc or master’s in business administration, communications, public policy, public administration, finance, engineering or related field with WASH-related.
Technical knowledge - At least five years of professional experience in project management, focusing on infrastructure development or water sector governance activities. Proven track record of establishing and nurturing strong relationships with project stakeholders, managing project engagement and reporting activities, and coordinating across several field activities. The Project Officer should also draw upon their proven experience in supporting the operational implementation of inception or research pilots to ensure the smooth execution of the project, including overseeing research, analysis, and stakeholder consultation.
Proven experience in supporting the operational success of inception or research pilots, preferably in water supply or infrastructure development.
Excellent project management skills, including planning, budgeting, monitoring, reporting, and troubleshooting complex projects with multiple stakeholders.
Demonstrated experience in donor relationship management and reporting, including effectively communicating project progress and results to diverse audiences.
Familiarity with Ethiopia's rural water supply challenges, particularly in the Amhara region, would be an advantage.
Excellent written and verbal communication skills.
Understanding and experience in a cultural context – Demonstrated working experience in the Amhara region, preferably in leading WASH program implementation or research activities. Strong familiarity with the Ethiopian context, rural water supply challenges, and the water sector landscape is highly desirable.
Language skills - Fluent in English and Amharic. Knowledge of other local languages is advantageous.
Facilitation skills - Creating and maintaining a conducive and participatory environment for the group process, using appropriate methods and tools to engage the participants, encourage dialogue, and foster collaboration.

The ideal candidate will have a strong curiosity for understanding and working effectively within the complex cultural, political, security, and social environment of Ethiopia. He/she will be an excellent communicator, multi-tasker, and able to work in ambiguous situations. He/she will be a tolerant and flexible individual able to work in difficult and stressful environments and follow procedures. He/she will have a good understanding of the roles that different data technologies play in high-quality MEL and how different datasets should be leveraged to provide information specifically needed for decision-making in different Ethiopian contexts. The successful candidate will be focused on team building and capacity-building of national staff, be a strategic thinker, have strong skills in design monitoring and evaluation of development programs, and maintain a sense of humor.

Living conditions / environmental conditions
The position is based in the Dollo Ado Field office, and it requires up to 60% travel to the target woredas. Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting.
