Job Purpose
Amref Health Africa (Amref) is the largest African-based and led international health development organization serving over 30 million people annually across 35 countries in sub-Saharan Africa. We have been partnering with the Ethiopian government and local communities since 2002 to co-create solutions and implement diverse health and development project portfolios throughout the country for over twenty years. Amref is implementing the Bill and Melinda Gates Foundation’s Women’s Voice and Local Ownership (WVLO) investment, a social accountability initiative to support women and communities, particularly the most vulnerable, to have a voice and ownership over health services that affect them. The project aims to contribute to the development of an evidence-based roadmap for leveraging women’s voice and local ownership to support the demand and responsiveness of FP services. WVLO has been identified as a High Impact Practice in Family Planning.
The main scope of this position holder is providing technical leadership, standardization and building in-house capacity to support GOE’s efforts of strengthening the WVLO investment. The position holder will lead the successful program execution, quality assurance, and compliance, including evidence generation on how to optimize the current Ministry of Health community score card (CSC) approach for magnitude, sustainability and contributing to a variety of outcomes, including FP services and equity resulting in positive health outcomes in Ethiopia. The position holder will coordinate consortium partners and building strong partnership through organizing joint consortium activities, including amongst others planning and review meetings and capacity building trainings and documentation of best practices and lessons learned.
Key Responsibilities / Duties / Tasks
· Co-create, design, implement, and support evidence-based family planning demand side interventions such as WVLO.
· Serve as a lead responsible for providing technical leadership to WVLO to ensure Amref is well positioned in family planning demand side intervention.
· Build the technical capacity of national and regional stakeholders, including CSOs and develop tools and guides to facilitate knowledge transfer for suitability.
· Ensure technical and programmatic quality of the WVLO project through guiding SOPs, manuals, or minimum TA package.
· Develop standardized technical capacity building packages of activities in the implementation of WVLO (standardize trainings, supportive supervisions, mentorship by contextualizing to appropriate levels in line with MOH’s guidance whenever available)
· Facilitate capacity building of Amref’s technical staffs on WVLO approach.
· Regularly monitor and follow up the quality of WVLO project implementation and technical soundness in the intervention areas.
· Collaborate with other portfolios for technical integration of Amref’s WVLO project activities for better synergy.
· Ensures timely and quality submission of work plans, budgets and progress reports, and other deliverables as requested, to the donor.
Representation
· Represent Amref in national Family planning TWGs and other relevant TWGs.
· Participate in community of practice of Amref HQ which are relevant to FP and WVLO
· Participate in other multi-sectoral platforms related to family planning and WVLO
Evidence generation and dissemination:
· Support WVLO monitoring, evaluation, learning, and reporting, through providing guidance on appropriate systems to track progress against targets, document lessons learned, and produce timely, accurate, and complete reports in compliance with donor requirements.
· By working closely with technical Teams of RMNCAYH, ensure evidence are synthesized to inform Amref’s WVLO programing.
· Lead implementation research and publications collaboration with the research partner
· Prepare technical briefs and position papers on WVLO based on the lessons from the project implementation.
· Organize scientific deliberation sessions/platforms within Amref for cross learning within WVLO program staffs and across other program staffs of Amref.
· Synthesizing and disseminating project lessons to local, regional, and global stakeholders.
Fostering Partnership and advocacy:
· Manages relationships with consortium partners and ensures quality deliverables are met per the contractual agreement.
· Positioning Amref in NGO landscape of Ethiopia in family planning and WVLO
· Enhance collaboration among different stakeholders by engaging in appropriate family planning and WVLO platforms at national and international level.
· Formulate advocacy agenda for family planning and WVLO programming in Ethiopia.
Resource Mobilization:
· Mobilize more resources to elevate and solidify footprint of Amref on WVLO programing through:
o Integrated projects management within Amref
o Actively hunting for opportunities of grants as prime and/or sub partner
o Other viable income generating or resource optimization innovations.
Technical and operational alignment:
· Provide administrative and technical guidance to regional WVLO program officers.
· Ensure operational functions of WVLO portfolio runs smoothly including HR, finance, and other administrations.
· Collaborate with Operation team and use the systems to meet the project’s Minimum Operating Standards to satisfy programming requirements.
· By working closely with M&E officer, ensures the physical performance of WVLO program is per the standard.
· Collaborate with other programs for technical and operational excellence of Amref
The position holder is expected to take additional related role as needed by the organization.
Academic and Professional Qualifications
At least Master’s degree in public health, health science or related fields
Experience working on family planning programs and community engagement reforms at national and/or regional level with at least 7 years of experience including leadership positions. Experience of managing similar or related program are a plus.
· Cultivate teamwork and collaboration.
· Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving as well as effective skills for interacting with senior-level policy makers.
· Ability to build strong and positive networks with donors, implementing partners, host country government and other stakeholders.
· Excellent oral and written communication skills in English required and Amharic is desirable.
· Excellent staff development and coaching skills.
· Ability to analyze, interpret and solve difficult problems; ability to handle multidisciplinary responsibilities and priorities.
· Capacity to work under pressure in achieving established goals and objectives.
· Excellent computer skills including Windows XP, Microsoft Word, Excel, and PowerPoint
