Period of Employment :- Two years contract with possibility of extension
The role will require providing professional, technical, operational and administrative assistance throughout the programme, in collaboration with line manager, Finance and other HR team members. The incumbent will also assist the HR recruitment team in ensuring a positive work environment where best talent is attracted, developed and retained for the successful achievement of the Concern Worldwide’s mission and goals. Moreover, the incumbent will be responsible to work on payroll, staff benefits and others as directed by line manager.
Main duties & Responsibilities:
Safeguarding:
Be the first point of contact for staff members, volunteers, community members, children and parents for any issue concerning the safeguarding of children and adults at risk, poor practice, and potential or alleged abuse.
Collaborate with line manager to ensure the implementation of the Concern Worldwide Global Safeguarding Policy and associated procedures.
Assist in the implementation of the Country office’s safeguarding framework and its implementation in adherence to its purpose.
Investigation & Reporting
Recruitment
Support the HR team to ensure that staff recruitments are in line with safeguarding guidelines and procedures.
Support the HR team and participate in the recruitment process whenever necessary.
Process staff benefits in accordance with the appropriate benefit administration policy.
Payroll and staff benefit management:
Payroll:
Assist in payroll preparation, liaise with the field HR officers, and work closely with finance team in the country office.
Liaise with field offices to gather and update information on new hires, terminations, changes in pay rates, and changes in discretionary withholdings
Follow-up that all staff are included in the pension and/or PF schemes as per the internal policy of the organization, work closely with the government pension agency.
Assist in all the processes that involve in staff salary changes including Cost of Living adjustment, annual step increment and inventive or bonus payment for all staff in the organization.
Process final payments in compliance with the Ethiopian Labor Law; and consult a legal advisor where necessary.
Insurance:
Liaise with insurance companies and send monthly update on staff information where necessary
Follow up of the reimbursement of unutilized insurance premiums
Assist on any Life Insurance and Group Personal Accident (GPA) Insurance related issues.
Medical:
Support staff members by liaising with hospitals that have credit medical service facility contract with Concern Worldwide, update them staff and dependents data on quarterly basis and follow up contract renewal issues; prepare medical letters to hospitals;
Process staff medical re-imbursement claims on timely basis.
Others:
Assist in implementing Cost of Living Adjustment (COLA), annual incentive, salary revision and other staff benefits
Support the field team from office and through field visit when required;
Perform any other assignment given by immediate supervisor as necessary

Emergency response

To this end, when emergencies strike and the Ethiopian Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Job Requirements
Personal specification
Essential:
BA/BSc degree in Human Resource Management, Business Management, Public Administration or relevant field
5 years of relevant experience with the first degree.
3 years of relevant experience plus post graduate degree.
1 year supervisory skill
NGO experience is a plus.
Skills Required
basic managerial skills.
Technical and report writing skills
Computer literate.
Fluent spoken and written English.
Good communication and interpersonal skills
