Job Description

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028)

 

Position Summary

The Digital Health Advisor leads the implementation of digitization activities of QHA including but not limited to the development of e-learning materials, job aids, digital referral tools, clinical decision support systems(CDSS), and virtual mentorship platforms across project intervention areas. The advisor will coordinate with QHA’s technical experts to identify interventions that need digital support and undertake an inventory of the available digital tools for possible customization for QHA‘s context. Based on the result of the assessment the Digital Health Advisor will closely work with Digital Health Activity and collaborate with other partners for the development and implementation of digital interventions of the Activity. The advisor will report to the Team Lead: Training and Innovation.

Duties and Responsibilities

  •   In collaboration with the various QHA teams, identify interventions, tools, and processes that require digitization.

  • Conduct inventory of available digital tools and processes in relation RMNCAH services and Quality management and customize for the context of QHA.

  •   Collaborate with other projects like Digital Health Activity (DHA) to develop digital tools and training materials including digital referral tools, quality management tool, emergency and triage assessment tool (ETAT), virtual mentorship platforms, FP counseling pocket guide etc.

  • Provide technical advice to the Activity team during the procurement of digital tools, materials and services.

  • Support the effective utilization of information systems in the health facilities including DHIS2, DAGU, MEMIS, HRIS, Health Facility Regulation information system, EMR and other.

  • Build the capacity of CO and Area Implementation Teams (AITs) on the use of developed digital tools.

  • Support the piloting/implementation of developed digital tools in the demonstration areas.

  • Work closely with the Team Lead: Training and Innovation to meet key milestones and deliverables, monitor, analyze, and troubleshoot any challenges related to digitization.

  • Work closely with Area Implementation Teams and implementation Director to ensure enabling environment to facilitate implementation of digital health interventions.

  • Collaborate with MEL and Communication team to establish a monitoring system (e.g., indicators and data collection methodologies) and prepare protocols and tools to track reach of effectiveness of digitization of interventions.

  • Partake in the documentations of lessons from innovations in the area of digital health and publish documents like technical briefs, lessons learned, best practices in collaboration with specific technical advisors and knowledge management team, and share with stakeholders on different fora

  • Participate in the planning and implementation of operations research in relation to digital health interventions.

  • Represent the Activity in various relevant technical meetings, working groups, and conferences.

  • Perform other duties as assigned 

Job Requirements

  •  Advanced degree in computer sciences.

  • At least five years of hands-on experience in implementing digital health interventions in the area of RMNCAH programs.

  • Experience of developing digital tools and familiarity with digital tools used in the health system in Ethiopia is highly desirable.

  • Strong communication and interpersonal skills as well as creativity, critical thinking, problem-solving, and team work.

  • Demonstrated knowledge of USAID’s policies, priorities and projects.

  • Effective verbal and written communication and presentation skills.

  • Proven experience of working along the health system - from community, primary health care units and referral hospitals and conversant with ministry of Health Digital Health Blueprint

  • Experience of interacting with local governments, international organizations, other bilateral donor and civil society representatives is desired.

  • Speaking of more than one local language is a plus.
