Organization Background
JSI is a US-based public health non-profit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Activity Overview
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028)
Position Summary
The Instructional Design Advisor/Designer will support the training and learning activities of Quality Healthcare Activity (QHA) focusing on Reproductive Maternal, Neonatal, Child, and Adolescent Health (RMNCAH). The advisor will work with the training and innovation team and collaborates with other technical area experts in assessing and analyzing the gap in knowledge, skills and attitudes of clinical service providers and managers in delivering quality RMNCAH services. He/she will lead the development of trainings and learnings to fill the identified gap including using instructional technologies to improve the capacity of clinical service providers in QHA’s implementation area. The advisor will report to the Training and Innovation Team Lead and his/her detailed scope of work is outlined below.
Work closely with the Team Lead: Training and Innovation to meet key milestones and deliverables of QHA. He/she will monitor, analyze, and troubleshoot any challenges related to training and learning activities of the project.
Conduct learning and training need assessments to determine effective learning activities and course designs that align with QHA’s goals, strategies, and competencies Facilitate CPD accreditation of virtual and blended courses planned by the project.
Conduct inventory of available instructional materials in relation to RMNCAH services and customize it to address the context of QHA.
Identify available CPD providers with courses they provide in QHA implementation area and propose a strategy to leverage with them for delivering QHA’s planned capacity building activities including trainings.
Work with the relevant desks at the MoH to facilitate CPD activities for the training including approval of relevant RMNCAH course.
Oversee and guide the development of the QHA’s digital learning activities, including e-learning courses, videos, and info-graphics as appropriate
Design a strategy to work with professional associations and other partners in conveying tailored trainings to clinical service providers in QHA implementation areas.
Provide technical support in the establishment and management of clinical skill labs in QHA implementation areas.
Promote the appropriate use of instructional technologies to facilitate the training and learning processes of QHA.
Promote innovative ideas/processes of learning and training activities, facilitate its dissemination and advocate for use at national and regional level.
Follow the implementation of activities related to training in the demonstration sites and provide regular feedback for improvement.
Effectively communicate training deliverables to project team members and other stakeholders in a clear and concise manner.
Establish mechanisms for quality standards for Competency-based trainings and learnings provided and monitor implementation through selected follow up visits.
Work closely with Area Implementation Teams and implementation Director to ensure enabling environment to facilitate execution of training and learning activities.
Represent the Activity in various technical meetings, working groups, and conferences.
Develop training follow-up mechanisms to ensure quality RMNCAH services are provided by the trained clinical service providers.
Collaborate with MEL and Communication team to establish a monitoring system (e.g., indicators and data collection methodologies) and prepare protocols and tools to track reach of effectiveness of learning and trainings.
Support documentations of lessons and publish documents like technical briefs, lessons learned, best practices of the learning and training process of QHA in collaboration with specific technical advisors and knowledge management team, and share with stakeholders on different fora.
Participate in the planning and implementation of operations research in relation to learning and trainings.
Perform other duties as assigned
Advanced degree in Education, Public Health and related Fields specializing in Instructional Design, educational psychology or Curriculum Development.
More than 5 years’ experience in implementing capacity building programs in the health sector (focused on RMNCAH) including teaching and/or training materials development.
Background in training and instructional design and familiarity with Competency-based training approaches.
Strong communication and interpersonal skills as well as creativity, critical thinking, problem-solving, and team work.
Demonstrated knowledge of USAID’s policies, priorities and projects.
Effective verbal and written communication and presentation skills.
Proven experience of working along the health system - from community, primary health care units and referral hospitals.
Experience of interacting with local governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials is desired.
Experience working on USAID-funded complex multi-sectoral development programs, in Ethiopia is desired
Speaking of more than one local language is a plus.
