This position is a managerial position in IMC Ethiopia field office, and the position holder will work under the direction and support of the SRH manager in Afar. The position holder is responsible to lead, manage and coordinate the planning, implementation and evaluation processes of SRH programs of International Medical Corps in Afar refugee camps. S/He will represent IMC in Afar and all refugee camps for the SRH interventions.
Essential Job Duties and responsibilities/Scope of Work:
1. Support for Program Development· Regularly assess new developments and needs in Afar during field visits including new gaps and potential areas of SRH interventions.· Assist the Afar field office SRH manager to identify potential areas for new projects and to prepare concept notes and project proposals (in collaboration with Addis level technical managers/coordinators)
2. Program Implementation, logistics and budget management· Ensure that the SRH interventions are appropriately integrated in the refugee camps where we are in.· Ensure IMC SRH care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.· Provide technical leadership and guidance during the planning, implementation, monitoring and evaluation of SRH service project activities in the Afar refugee camps from the inception to the close out stages.· As a lead technical person; mentor, couch and lead the technical competence and capacity of SRH community mobilization Officer and Case managers for PLHIV assigned in each refugee camps.· Assist the field office manager to address the logistic issues in relation to programmatic supplies for SRH (collaborating with Afar IMC logistics and finance departments, government and UN agencies).· Review program budget and ensure if there is regular alignment of budget versus expenditures.· Ensure smooth phase out in each project areas during project phase out period.
3. Reporting and M/E· Provide updates and regular reports on SRH to field office, UNHCR and ARRA at Afar coordination office level· Assist the Afar field office manager to compile the refugee based reports and provide high level regular reports and updates to the Addis based management team· Support the camp based team to establish reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.
4. Representation· Represent the organization during SRH technical meetings at Afar level with ARRA, UNHCR and other partners.· Liaise and represent IMC in relations with ARRA and UN agencies, donor agencies and other partner NGOs in SRH related coordination meetings and provide minutes of such meetings.
5. Capacity Building and Coordination· Capacitate community mobilization officers and case managers for PLHIV at refugee camp level to enable them provide high level performance during planning, implementation and reporting.· Facilitate the development / adaptation (national protocols) of different health related manuals and guidelines including training follow-up.· Liaise with the field office and other collaborating partners to ensure appropriate skills at camp level implementation sites so as to realize improved coverage and efficiency of the program.· Identify training needs and make a capacity development plan for the technical officers.· Conduct critical evolutions of all aspects of the health program, and identify areas of concern or problems. Submit workable solutions for any problems found.
Additional Tasks:· Collaborate with other actors working in the target community· Be flexible and be able to give assistance with different activities not included in this primary job description.· Implement other SRH related activities as per direction from immediate supervisor (Afar field office SRH manager).
Job Requirements
Qualifications:
· MPH degree in specialized on reproductive health or BSc degree in public health or Midwife with SRH program experience.
· Three years SRH program management experience for MPH and five years similar experience BSc preferably on humanitarian context.
· One years of NGO experience on SRH program management both technical and managerial
· Proven training facilitation experience and skills, including on the job and formal training
· Excellent budget, logistic and human resource management skill.
· Ability to work with a broad spectrum of people from different cultural backgrounds.
· Excellent communication skills.
· Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources.
· Must be able to write technical reports in English and meet reporting deadlines.
