Job Purpose:
This role is responsible for providing technical capacity strengthening and guidance to programme teams in implementation of multi-sectoral GBV in emergencies interventions in line with international best practice guidance, including health care for GBV survivors, Mental Health and Psychosocial Support, referral systems, safety and risk mitigation, and dignity kits. It will include working closely with GBV AoR coordination structure in Tigray and at national level, to ensure that strategies and interventions contribute to the sub-cluster strategy and work plan.
Lead the Protection activities such as group based psychosocial support, outreach activities, case management, referral mapping and protection mainstreaming.
Undertake a Protection Risk Analysis periodically to ensure Protection interventions and other sector interventions are addressing the needs of people with heightened protection risks with the integration of do no harm principles.
Develop standard procedures and guidance for GBV specialised programming in close coordination and cooperation with Gender and protection Technical team at HQ and national level.
Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings, Sphere standards and Child Protection Minimum Standards;
Review and create if needed programme materials and tools (e.g. provide training materials, tools and training reports for review, and receive input on development of materials etc.;
Follow up on the implementation of the Child Safeguarding (CS) and Protection from Sexual Exploitation and Abuse (PSEA) policies;
Ensure that the GBViE programme elements and interventions are survivor centred, technically sound and effective, drawing on evidence-based strategies and innovative approaches.
Provide technical direction and oversight to staff and partners to guide programme implementation, including, Protection mainstreaming, PSS, GBV specialised response services, GBV risk mitigation and GBViE capacity strengthening.
Support and ensure the safe and ethical collection of information and use of information management systems in coordination with the cluster lead agency, other GBV service providers and technical staff within and partner organisations.
Provide guidance during dignity kits distribution as well as menstrual hygiene messaging for at risk women and girls to be carried out in Confidential and survivor centred approach.
Provide GBV pocket guide training for staff and concerned government staff.
Establish and provide psychosocial support group for GBV survivors including recreational activities as a means of healing from aftermath of trauma.
Closely monitor the implementation of group psychosocial support groups.
Provide technical input over GBV risk mitigation components in sectoral interventions ensuring they are implemented in line with quality standards and project plans.
Provide technical accompaniment and capacity building support staff.
Support the development and strengthening of Staff Care protocols and procedures for frontline GBV service provider staff such as caseworkers, to include individual, confidential staff support and supervision sessions for GBV service providers working within the GBViE programme.
Facilitate training and capacity strengthening activities in key technical areas, to include for example health responses to GBV survivors, GBV case management, Psychosocial support, Women’s and Girls’ Safe Spaces, and referral systems, in line with best practice guidance.
Develop and update referral pathways in consultation with the GBV AoR and GBV service providers.
Coordinate closely with the GBV/CP AoR in Ethiopia, at national and sub-national level, and support local partners, staff and service providers to engage with, contribute to and guide the development of sub-cluster strategies and work plans.
Coordinate with other sectors to ensure integration of GBV risk mitigation within sectoral strategies and work plans, in line with the IASC GBV Guidelines, 2015.
Participate in relevant coordination, cluster meetings, and contribute to relevant task teams and sub-groups

Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Gender & Equality Mainstreaming
Ensure that support staff have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented
Coordinate with the Gender Equality officer/coordinator in planning, allocating and implementing a program budget for gender mainstreaming
Ensure that gender mainstreaming is effectively implemented and monitored throughout the employment process
Ensure that gender sensitive indicators plans are in place and that they are effectively monitored
Person specification:
Masters or Bachelor’s degree in Gender studies, Social science , Sociology and Social work
5 years of relevant experience with the first degree with a strong background in implementing of multi-sectoral emergency/development projects.
3 years of relevant experience plus post graduate degree.
1 year supervisory skill
NGO experience is a plus.
Skills Required

Technical and report writing skills
Computer literate.
Fluent spoken and written English.
Good communication and interpersonal skills Minimum Experience in working in Tigray region context is a plus.
Experience as a GBV service provider, directly providing psychosocial or GBV case management support to survivors of GBV and those at risk.
Excellent management, project planning, organizational, interpersonal, and communication skills.
Academic and/or practical experience in designing and implementing coaching, mentoring or professional development programmes with adults.
Preferable of prior experience working in Tigray or elsewhere in Ethiopia on GBV response.
Experience working for INGOs/NGOs/Agencies is advantageous
