Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4) Horn of Africa countries (Ethiopia, Djibouti, Sudan and South Sudan). ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure among others.

Building on our global experience successfully delivering projects in complex operating environments, a healthy pipeline of engagements are at various stages of discussion with our priority partners.
Project Background
UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).
This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.
The Monitoring and Evaluation Officer will report to the UNOPS Project Manager, and will be working day-to-day in close and collaboration with the client institution, particularly the Health and Health Related Institutions Regulatory Lead Executive Office. The PM will also gather feedback from the client to manage and assess the deliverables.

Scope of Work/ Objective
The Monitoring and Evaluation Officer will support the formulation of nationwide Health and health Related Institutions regulatory policy and strategy monitoring and evaluation framework and its implementation at all levels. Monitor and evaluate quality improvement intervention and create a data management and learning system within the Health and health Related Institutions regulatory for regulatory system related evidence
Functional Responsibilities
Work closely with the lead executive officer to ensure that all necessary activities of this section are designed, developed, and implemented effectively and in a timely manner.
Support the development of detailed work plans for obtaining the required results of the LEO program in Ethiopia
Support the MoH to develop and implement a detailed roadmap and the structure for the Regulatory system.
Support the implementation of activities related to policies and regulatory guidelines development, medicines registration and importation, and development or review of regulatory training materials.
Ensure that all work plans and activities including project performance monitoring and evaluation (M&E) systems, and that reporting on agreed indicators and targeted-results are on track
Support the Health and Related Regulatory team effort to provide responsive, coordinated and timely technical assistance to improve the organizational capacity and private sector to promote regulatory activities aimed at enhancing safe, effective and of good quality medicines in both the public and private sectors.
Support and work closely and complementarity with the LEO team to ensure that the interventions are coordinated and technically consistent.
Represent the health and health related regulatory program at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies. Participate in various working groups, as required.
Support teams within the LEO in producing regular and ad hoc progress reports and other technical reports; also support effective dissemination of the various reports, results and accomplishments.
Regularly monitor the progress of all the activities against the work plan to ensure that activities are completed in a timely fashion and within budgets
Support in identifying and sharing lessons on new interventions that are proved to be effective to improve the private pharmaceutical services in other developing countries and facilitate discussions with other LEO teams and stakeholders.
Perform other tasks within the scope of the role
Expected Deliverables
Revised and updated national M&E framework for regulatory system.
Regular monthly data compilation, analysis and report generation to track progress of regulatory system measures.
Provision of Quarterly feedback to RHBs and learning districts on reporting progress of the regulatory system.
Improved LEO on health information system management, data quality assurance, data analysis, and information use.
Triangulating regulatory system measures with multiple data sources at least on Quarterly basis.

Job Requirements
Education/Experience/Language requirements
A first University Degree (Bachelor’s Degree or equivalent) in Public Health, Statistics or related fields is required. OR
Advanced university degree (Master’s Degree or equivalent) in Public Health, Statistics or related fields is desirable.
Experience
Minimum of two (2) years proven experience of work directly related to Monitoring and Evaluation of health and health related programs at national, regional and lower levels is required.
Two (2) years of experience with Ethiopian health information and DHIS2 systems is required
Knowledge of Excel, Access, SPSS, or other statistical software is an added advantage
Experience in quality of care monitoring and evaluation including measurement in best practice documentation is desirable
Experience in guideline development, strategy design, tool and implementation guidance development is an advantage
Proven understanding of data analysis, interpretation and dissemination of results is an asset
Experience working with the Federal Ministry of Health, Agencies under the Ministry of Health is desirable
Experience working with Development Partners in health system is an added advantage
Language
Fluency in spoken, written and reading English is required.
Knowledge of another UN official language is an asset.
