Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4)  Horn of Africa countries  (Ethiopia, Djibouti, Sudan and South Sudan).  ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure among others.  

Our goal is to support countries, help people in need and enable our partners through  delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa.  Building on our global experience successfully delivering projects in complex operating environments, a healthy pipeline of engagements are at various stages of discussion with our priority partners.  

Project Background

UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).

This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.

The Human Resource Officer will report to the UNOPS Project Manager with a secondary reporting line to the Human Resource Specialist and will be working in close and day-to-day collaboration with the client institution, particularly the Competency and Human Resource Administration Executive Office. The PM will also gather feedback from the client to manage and assess the deliverables.

Strategic Initiative:  

  • Improve Human Resource Development and Management

Scope of Work/ Objective

Overall, the objective of the role is to technically support the Human Resource Development Directorate in creating a competent, compassionate and committed health workforce through pre-service education programs. 

Functional Responsibilities

  • Participate in HR planning, support with forecasting and projections of health needs, the preparation of strategic plan and annual HR plan and budget based on situation analysis 

  • Support the writing of qualification framework, scope of practice and job evaluation and grading for health care workers

  • Support on development of assessment tool (qualification exam) for health science training program

  • Support in recruitment and hiring processes including developing job specifications, revision and updates of existing specification to align with current needs, facilitating announcement, screening potential candidates 

  • Review existing HR rules of procedure and propose and implement changes and updates as necessary

  • Assist Human Resources Development and Management Support Work Process team in implementing their annual operational HR plan as well as periodic monitoring and evaluation

  • Work closely with the Regional Health Bureaus to provide capacity strengthening support to zonal and Woreda health Offices

  • Provide analytical support in the development of comprehensive HR policies, procedures and implementation guidelines for Regional Health Bureaus

  • Support the implementation Human Resource Management (HRM) systems in compliance with the health sector/civil services HR policies and procedures

  • Support the design and implementation of a transparent staff performance management systems 

  • Provide at technical assistance to CHRA EO in coordination & management of training programs

  • Support the initiation of new training program based on needs of the health sector

  • Support the CHRM EO in coordinating partners that are engaged in training program

  • Provide HR policy and procedural advice to CHRA EO and senior management during meetings, including advice on their role and on specific HR policy matters

  •  Keep abreast of policy and procedural changes/ evolutions in the HR practices in order to ensure the CHRM EO and Senior Management to update their knowledge and skill in relation to staff recruitment activities.

  • Represent the CHRM EO in meetings as appropriate and contribute in organizational efforts to develop new policies, procedures and guidelines to meet the evolving needs of the organization.

  • Source, analyze, summarize and report data to identify trends or patterns and provide insights on staff selection outcomes at MoH.

  • Perform other key responsibilities within the scope of role

Expected Deliverables

  • support the implementation of a national health Human resources for health policies are formulated and advocated in line with the growing demand 

  • Key essential performance assessment tools are developed 

  • Health Extension Workers (HEW) upgrading Trainings programs are designed and its curriculum are standardized 

  • occupational standards are developed 

  • Build the technical capacity of HRDD directorate staff

Job Requirements

Education/Experience/Language requirements
Education

  • A first University Degree (Bachelor’s Degree or equivalent) in Public Health, Business Administration or related fields is required. OR

  • Advanced university degree (Master’s Degree or equivalent) in Public Health, Business Administration or related fields is desirable.

Experience 

  • Minimum of two (2) years relevant work experience working in public health and HRH related training programs is required

  • Experiences in providing technical assistance to health sector including the Ministry of Health, Regional Health Bureaus or comparable breadth in private sector is an added advantage

  • Familiarity with health systems policies and sectoral reform processes including organizational structure is desirable

  • Practical experience in staff supervision, coaching and capacity building is desirable

  • Sound knowledge of administrative policies and procedures is an asset

  • Demonstrated leadership ability to build synergies across technical disciplines, leverage private sector resources, and nurture innovative alliances  is an advantage

  • Proficiency in the use of computer based programs,  ideally with online work planning and financial systems is desirable 

  • Able to travel to abroad and remote areas in the country as deemed necessary

Language 

  • Fluency in spoken, written and reading English is required.

  • Knowledge of another UN official language is an asset.
