Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4)  Horn of Africa countries  (Ethiopia, Djibouti, Sudan and South Sudan).  ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure among others.  

Our goal is to support countries, help people in need and enable our partners through  delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa.  Building on our global experience successfully delivering projects in complex operating environments, a healthy pipeline of engagements are at various stages of discussion with our priority partners.  

Project Background

UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).

This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.

The Project Management Officer will report to the UNOPS Project Manager, and will be working day-to-day in close and collaboration with the client institution, particularly the Armauer Hansen Research Institute (AHRI). The PM will also gather feedback from the client to manage and assess the deliverables.

Scope of Work/ Objective

Overall, the objective of appointing a Project Management Officer for the National Health Innovation Program on healthcare quality transformation, medical services improvement, health innovation, and supply chain is to provide the necessary expertise and leadership to transform the healthcare system in Ethiopia, making it more efficient, effective, and accessible to all. This officer will also have a catalytic role in achieving the ambitious goals of the health sector strategic plan (HSTP ).

Functional Responsibilities

  • Provide analytical support the development of short and long range plans and periodic assessment of reports

    • Serve as health innovation technical administrator, identifying success and challenges and using them as an input to improve program performance 

    • Analytical support and coordinate pre and post-award health innovation projects activities 

    • Communicate with stakeholders, funders and partners to advocate GCE health innovation program progress to bring them on board in supporting the program 

    • Liaise potential funders and provide technical support to the health innovators  

    • Conduct internal and external health innovation training, when needed.

    • Support the preparation of GCE health innovation program  operational manuals, health innovation proposals evaluation guidelines and GCE annual bulletin 

    • Facilitate GCE health innovation proposal call announcement, projects proposal applications, review, screening and evaluation process of the proposals as per GCE proposal evaluation  guideline

    • Facilitate awarded health innovation project budget disbursement as per terms and conditions of grant agreement

    • Support the coordination and creation of a tracking system for grant utilization and liquidation of awarded  health innovation projects  

    • Support periodical monitoring and evaluation of awarded health innovation projects, carry out on site supportive supervision of health innovation projects and provide a written feedback   

    • Support the national health innovation steering committee coordination and  GCE taskforce regular meeting, recording mints and follow the implementation of follow on actions

    • Organize and conduct annual national health innovations dissemination workshops and provide  recognition for the best innovators and stakeholders, 

    • Organize Health regular health innovation project review meeting to evaluate the progress, identify challenges to draw lessons

    • Perform other responsibilities within the scope of TOR

 
Expected Deliverables

  • National Health Service quality strategy: support the implementation of a national health service quality strategy that aligns with the Ministry of Health's vision and goals.

  • Healthcare quality initiatives and activities: Take a lead role in planning, implementing and evaluating healthcare quality initiatives and activities that are aligned with the national health service quality strategy.

  • Technical and analytical expertise: Provide technical and analytical expertise and advice to strengthen the community health system, and support the implementation of transformational agendas in research and innovation.

  • Progress monitoring: Lead the collection, analysis, and sharing of data to formulate a clear image of progress on quality transformation, monitor progress on healthcare quality improvement initiatives and identify areas where adjustments need to be made to achieve the desired outcomes.

  • High-impact quality indicators: Expedite regular monitoring of selected high-impact quality indicators to ensure the system advances against the consented plan and the interventions are impactful in the transformation agenda.

  • Strategic decision-making: the Minister’s Office and  AHRI on transformational leadership and strategic decision-making to ensure high-quality health services.

  • Reporting: Prepare regular reports on progress made in healthcare quality transformation, medical services improvement, health innovation, and supply chain initiatives and provide recommendations for further action

Job Requirements

Education/Experience/Language requirements 
Education

  • A first University Degree (Bachelor’s Degree or equivalent) in Public Health, Reproductive Health or related fields is required. OR

  • Advanced university degree (Master’s Degree or equivalent) in Public Health, Reproductive Health or related fields is desirable.


Experience 

  • Minimum of  two (2) years experience in health sector programs management is required

  • At least two (2) years of experience in M&E  of health innovation projects is required

  • Experience in conducting health research that can be used in generating evidence for the health sector and published on international journals is an added advantage

  • A good understanding of the government health policy, strategies and  initiative plan of  the health innovation program is desirable 

  • Strong organizational skills, writing skill, presentation skill and ability to work independently is an asset

  • Proficiency in basic computer literature, and other information processing software is desirable

  • Public health and health innovation program coordinating and  management is desirable

  • Conduct health research with practical generation of evidence for the health sector  is an asset

  • Able to travel to abroad and remote areas in the country as deemed necessary


Language 

  • Fluency in spoken, written and reading English is required.

  • Knowledge of another UN official language is an asset.
