Ethiopia Multi-country office (ETMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4)  Horn of Africa countries  (Ethiopia, Djibouti, Sudan and South Sudan).  ETMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure among others.  

Our goal is to support countries, help people in need and enable our partners through  delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa.  Building on our global experience successfully delivering projects in complex operating environments, a healthy pipeline of engagements are at various stages of discussion with our priority partners.  

Project Background

UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).

This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.

The Project Management Support Officer will report to the UNOPS Project Manager, and will be working day-to-day in close and collaboration with the client institution, particularly the Maternal and Child Health (MCH) Lead Executive. The PM will also gather feedback from the client to manage and assess the deliverables.

 Scope of Work/ Objective

The Project Management Support Officer will support and assist the formulation of Adolescent and Youth Sexual Reproductive Health policy and strategy and its implementation at all levels. Support monitoring and evaluation in Adolescent and Youth Sexual Reproductive Health and create a data management and learning system within the MCH for Adolescent and Youth Sexual Reproductive Health related evidence

Functional Responsibilities 

  • Analyze evidence to determine best practices and provide the subject matter assistance to the MCH Lead Executive Office in Adolescent and Youth Sexual Reproductive Health 

  • Support the development and implementation of project work plans in collaboration with the program management teams of respective LEOs

  • Manage report writing and development of technical guidance for areas within the technical purview 

  • Support social behavior changes related activities including key influencer engagement, 

  • Support initiatives which aim to enhance support for contraceptive continuation, and 3) meaningful adolescent and youth engagement.

  • Stay knowledgeable on the latest literature on respective technical area and share key learnings across teams

  • Support on providing technical inputs and assistance for monitoring, evaluation, research, and learning-related activities of MCH sourcing technical assistance from within and outside the ministry

  • Support in knowledge management through guiding and engaging with other departments within MoH. 

  • Contribute to internal decision-making as a subject matter expert. 

  • Help strengthen  the capacity of the MCH teams in technical expertise areas in a deliberate and concerted manner.

  • Other related assignments in line with the scope of work.

    Expected Deliverables

Quality of care knowledge management system created and in place where best practices and tested ideas are documented, synthesized and widely disseminated.

  • National Health Care QoC bulletin publishing Committee with TOR established.  

  • Reporting template  developed for  quality of care  improvement projects at different level  and Guide of Bulletin publication developed

  • Quality adjusted  indicators selected, endorsed and displayed at FMOH, RHB and district levels that leaders of health have the clear tracing mechanism for quality of care.  

  • National Health care quality Bulletin published twice a year. 

  • Produce agreed and redefined  scope of health service quality directorates 

  • Monthly and quarterly  progress report submitted

  • Build the technical capacity of the Health service quality directorates on health service quality improvement planning , implementation and monitoring

  • Build a system for Health care quality Knowledge management which is integrated and part of the major role of health service quality directorate with a clear scope.

  • Health service quality directorate promotes, collects, selects and publishes quality projects from all levels of the health care delivery system

Job Requirements

Education/Experience/Language requirements
Education

  • A first University Degree (Bachelor’s Degree or equivalent) in Public Health or related fields is required. OR

  • Advanced university degree (Master’s Degree or equivalent) related to Adolescent and Youth Sexual Reproductive Health is desirable.


Experience 

  • Minimum of  two (2) years experience in health sector programs management is required

  • Experience in conducting health research that can be used in generating evidence for the health sector and published on international journals is an added advantage

  • A good understanding of the government health policy, strategies and  initiative plan of  the health innovation program is desirable 

  • Excellent writing  and strong  interpersonal communication  skills is an asset

  • Proficiency in basic computer literature, and other information processing software is desirable

  • Public health and health innovation program coordinating and  management is an asset

  • Conduct health research with practical generation of evidence for the health sector is an advantage

  • Project monitoring and evaluation preferably in health innovation projects is an asset

Language 

  • Fluency in spoken, written and reading English is required.

  • Knowledge of another UN official language is an asset.
