About Action MSF
Médecins Sans Frontières (MSF Belgium) is an independent international medical humanitarian organization that delivers emergency aid in more than 70 countries to people affected by armed conflict, epidemics, natural or man-made disasters, or exclusion from healthcare.
Summary of Position
To organize and ensure medical consultations to the target population, under the supervision of the Medical Doctor/ Activity Manager as well as the Nursing Activity Manager – providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards, hence ensuring the quality and efficiency of the service provided.
Ensuring the implementation and standardization of MSF clinical policies, tools, and hygiene protocols in order to minimize clinical risks and to guarantee the quality of patient care management. Promoting and maintaining confidentiality regarding all patient cases and records.
Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies – i.e. applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.
Participating in the planning and supervision, in close coordination with other supervisors, the HR processes (e.g. sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols.
Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
In cases of emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates.
Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity.
Participating in data collection and reporting when required • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.
Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.
MSF Section/Context Specific Accountabilities
Clinical Practice
Implementation of clinical guidelines in the mobile clinics
▪ Ensure compliance of guidelines and protocols to provide quality care, perform therapeutical intervention.
▪ Informs and refers to the MDs in case of complications or problems exceeding his/her competence
▪ Communicates relevant information to patients and maintains polite and professional attitude at all times
▪ Being capable to respond to any emergency in any kind of situation.
Infection Prevention and Control
Adhere to Infection Prevention and Control protocols and guidelines ▪ With the whole team be responsible and accountable for all equipment and materials used in the mobile clinics.
Medical Supplies
In cooperation with the Nurse Team Supervisor and MDs, ensure the rational prescription according to MSF protocols and guidelines.
Data Collection / Documentation
Be accountable for proper documentation to ensure quality data collection. ▪ Provide/collaborate and report necessary data within the timeframe required by the Nurse Team Supervisor/MAM.
Meetings and Participation
Pro-actively attend meetings and trainings to ensure good quality care to the patients as required by the manager.
Ensure to follow necessary activities in the project. ▪ Collaborate with Medical Activity Managers and Nurse Team Supervisor about use of protocols and guidelines.
Flexibility
Carry out tasks and functions to work/support different position depending on the medical needs. ▪ Possibility to carry-out assessment/exploration visit with Mobile Tea

Required Qualifications, Professional Experience and Personal Attributes
Education:
Essential: Clinical Officer Degree or Diploma
Experience:
Essential: At least 2-years experience in a similar role.
Desirable: Experience with International and/or local NGOs.
Language: English and local languages
