Employee Position Summary
This position is a managerial position in IMC Ethiopia field office, and the position holder will work under the direction and support of the Gambella Field office coordinator and the senior health program manager in Addis. The position holder is responsible to lead, manage and coordinate the planning, implementation and evaluation processes of SRH programs of International Medical Corps in Gambella South Sudanese refugee camps. S/He will represent IMC in Gambella and all refugee camps for the SRH interventions.
Essential Job Duties and responsibilities/Scope of Work:
1. Support for Program Development Regularly assess new developments and needs in Gambella during field visits including new gaps and potential areas of SRH interventions.o Assist the Gambella program manager to identify potential areas for new projects and to prepare concept notes and project proposals (in collaboration with Addis level technical managers/coordinators)
2. Program Implementation, logistics and budget managemento Ensure that the SRH interventions are appropriately integrated in the refugee camps where we are in.o Ensure IMC SRH care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.o Provide technical leadership and guidance during the planning, implementation, monitoring and evaluation of SRH service project activities in the Gambella refugee camps from the inception to the close out stages.o As a lead technical person; mentor, couch and lead the technical competence and capacity of senior SRH officers assigned in each refugee camp.o Assist the field office manager to address the logistic issues in relation to programmatic supplies for SRH (collaborating with Gambella IMC logistics and finance departments, government and UN agencies).o Assess medical Grant In Kind (GIK) needs and collaborate with IMC Addis GIK team, to import and transport medical GIKs to IMC siteso Help in staff recruitment, training, performance monitoring and HR management and ensure that standards and protocols are adhered and implemented.o Review program budget and ensure if there is regular alignment of budget versus expenditures.o Ensure smooth phase out in each project areas during project phase out period.
3. Reporting and M/Eo Provide updates and regular reports on SRH to Head Office (Addis), UNHCR and ARRA at Gambella coordination office levelo Assist the Gambella field office manager to compile the refugee based reports and provide high level regular reports and updates to the Addis based management teamo Support the camp based team to establish reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.
4. Representation Represent the organization during SRH technical meetings at Gambella level with ARRA, UNHCR and other partners.o Liaise and represent IMC in relations with ARRA and UN agencies, donor agencies and other partner NGOs in SRH related coordination meetings and provide minutes of such meetings.
5. Capacity Building and Coordination Capacitate senior SRH officers and community mobilization officers at refugee camp level to enable them provide high level performance during planning, implementation and reporting.o Facilitate the development / adaptation (national protocols) of different health related manuals and guidelines including training follow-up.o Liaise with the country office technical managers and coordinators and other collaborating partners to ensure appropriate skills at camp level implementation sites so as to realize improved coverage and efficiency of the program.o Identify training needs and make a capacity development plan for the technical officers.o Conduct critical evolutions of all aspects of the health program, and identify areas of concern or problems. Submit workable solutions for any problems found.
Additional Tasks: Collaborate with other actors working in the target communityo Be flexible and be able to give assistance with different activities not included in this primary job description.o Implement other SRH related activities as per direction from immediate supervisor (Gambella field office manager) and technical supervisor at Addis Ababa IMC office.

Job Requirements
Qualifications:
· MPH degree in specialized on reproductive health or BSc degree in public health or Nurse with SRH program experience.
· Three years SRH program management experience for MPH and five years similar experience BSc preferably on humanitarian context.
· 2 years of NGO experience on SRH program management both technical and managerial)
· Proven training facilitation experience and skills, including on the job and formal training
· Excellent budget, logistic and human resource management skill.
· Ability to work with a broad spectrum of people from different cultural backgrounds.
· Excellent communication skills.
· Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources.
