Background
In Ethiopia, iMMAP Inc. implements Information Management Support projects aimed at strengthening coordination mechanisms in information management by enhancing Clusters, Coordination Mechanisms, National/Regional Disaster Risk Management Bureaus, INGOs and NGOs in Ethiopia. iMMAP Inc.’s support promotes a shared and complete understanding of the Ethiopia humanitarian context through the provision of Information Management support and capacity building to humanitarian actors.
iMMAP Inc. provides direct and needs-based IM service to humanitarian responders in Ethiopia through a service desk approach named the Humanitarian Information Support Team (HIST). iMMAP Inc. also provides mentoring and coaching to humanitarian partners across Ethiopia through capacity-building workshops with humanitarian partners, both face-to-face as well as via online training.
As a member of the country's senior management team, the Program Coordinator is responsible for the management and deliverables of the country office projects, including HIST operations, monitoring & evaluation, communications, partner management, and business development.
Description of Duties
Overall, Purpose of the role:
Under the responsibility of the iMMAP Inc. Ethiopia Country Representative, the Program Coordinator will supervise and monitor all programmatic activities in Ethiopia, to ensure donor and internal compliance to regulations and procedures at the programmatic level. He/she will directly manage three staff members.
Project Management
Provide programmatic leadership & team management in the development and implementation of the program(s).
Oversee the overall implementation of the program ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken.
Ensure high quality of program implementation, with effective delivery and fulfillment of objectives and utilization of budget.
Plan the mobilization of resources for the implementation of program activities, in close collaboration with the Finance Officer.
Manage a comprehensive activity plan, including resource needs analysis, covering the time frame.
Proactively inform iMMAP Inc. Country Representative of identified opportunities, risks, and risk mitigation relevant to the program’s planning and implementation.
Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and the potential of future program extension and expansion.
Support Program implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out.
Support the Country Representative in maintaining strong partnerships and diversifying partnerships by identifying new partners in support of the Country Business Development Plan.
Program Supervision
Be proactive in suggesting new programmatic developments, new areas of iMMAP Inc. support & intervention.
Lead proactively on external coordination with other actors (OCHA, UN sector lead agencies, government agencies, implementing partners, and academia) at the relevant level, actively build relations and establish information sharing channels to ensure iMMAP Inc. is well placed amongst actors in Ethiopia.
Ensure that Host Agreements with INGOs are observed, and processes are being implemented.
Builds solid relationships with key national partners including Government, Academia, and others.
Ensure all identification, selection and contracting related issues for the staff of the designated project are carried out in accordance with iMMAP Inc. guidelines.
Through a consultative leadership style and a transparent and supportive communication structure, develop and build an effective iMMAP Inc. project team.
Identification of New Programmatic Areas
Under the guidance of the Country Representative, participate in the update of the Ethiopia Business Development Plan.
In coordination with the Country Representative, participate in new project proposal development and donor reporting in collaboration with technical teams, project leads, Country Representative and iMMAP Inc. HQ.
Capitalize on the good practices developed by the mission and share it with the relevant stakeholders.
Regularly assess and provide feedback and recommendations on the quality of the Programs.
Communication and Reporting
Ensure timely, accurate reporting of activities to iMMAP Inc., donors, and implementation partners.
Manage the Communication and Design officer, who will work closely with global communication team, lead the production of communication output, including production of internal and external visibility materials, social media, snapshots for iMMAP Inc. projects, and capacity statistics.
M&E and Partner Management
Assist iMMAP Inc. Country representative and HQ with forward strategic planning, monitoring and evaluation.
Establish a robust M&E framework, to capture and report on output and outcome indicators required for projects.
Liaise closely with iMMAP Inc. project co-partners, to ensure timely and accurate reporting for project activities and development of new proposals.
Representation
Build relationships on behalf of iMMAP Inc. with bilateral donors, international non-governmental organizations, implementation partners and other agencies relevant to the implementation of the program.
If requested by the Country Representative, attend meetings, conferences, workshops and humanitarian events, related to iMMAP Inc. activities in Ethiopia.
Promote iMMAP Inc. activities in Ethiopia.
Ensure complete and timely reporting of activities to iMMAP Inc., donor(s), and if relevant, implementation partners.
Other relevant duties as assigned by the Country Representative.
Requirements
An advanced university degree or equivalent experience in the fields of information management, project management;
Fluency in English and Amharic is required.
Experience
At least 7 years of relevant work experience and a background in non-profit, internationally focused; organizations;
Experience in humanitarian, crisis recovery, and resilience aspects is highly desirable;
Progressively responsible experience in managing multiple, and complex projects, with a focus on IM activities including Information product development, and IM capacity building.
Soft skills
