Job Description
Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Ethiopia started its operation in 1995 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.
COOPI is currently implementing 10 projects in Ethiopia focusing on WASH and Livelihood managing 7 field bases and a staff of over 100 employees.
COOPI is looking for qualified and competent Programme Manager to be based in Bale Office which will manage 3 projects funded by OCHA-EHF, AICS and FAO.

Duties and Responsibilities:
Duties and responsibilities are related with the 3 project that are managed by the Programme Manager. The tasks and activities to be carried out are the following:
Key Activities/Responsibilities
· Prepare the agreement with the region;
· Draft detailed activities workplan;
· Draft the project procurement plan;
· Draft the project expenditures in the PREPPY (activity lines);
· Lead the Agile planning meeting for coordination office;
· Coordinate and support the Program Coordinator to prepare the M&E plan for the project according to Log Frames
· Consolidate, review and submit draft ToRs for all activities implementation (background, methodology, objectives, results, activities, BoQ, Monitoring and post monitoring table linked to result framework, cash, materials, transport) to the Program Coordinator and Advisors.
· Lead the Agile management system for the project including: (1) completion of the backlog through user perspective stories with a clear definition of done and timing, (2) lead bi-weekly sprints planning meetings requiring the participation of program and support staff, (3) ensure that the scrum board is installed in the field office and updated, where possible through daily 15 minutes stand up meetings, (4) ensure retrospective meetings after the end of the two weeks sprints, inviting a project participant external from COOPI.
· Approve movement plan of activities with the team
· Approve weekly movement orders with a direct link with support staff and logistics departments
· Consolidate monthly activity plan and submit them to the Program Coordinator
Implementation
· According to the issue faced: For managerial issues (logistic, HR, transport, procurement, administration, etc.) (1) Propose and implement solutions with the team, (2) Solve it directly, (3) Link with program coordinator, logistics and administration. For technical issues link with the advisory team
· Manage the activity implementation directly according to the plans. Organize monitoring field visits. Implement the technical solutions negotiated and proposed by the advisory group and managerial decisions negotiated with the program coordinator and if needed the advisory group.
· Review the work of the contractors and Implementing Partners, supporting the field level supervision. Follow up and ensure consistency and accountability. Link with the advisory group as necessary to approve completion reports for works
· Lead in the implementation of baseline, midterm monitoring, post-monitoring survey, end-line surveys and all data collection required for activities implementation, reporting on results and objectives as required by the advisors and ToRs (with Kobo when possible).
· Lead in the elaboration, preparation and sharing of M&E data linking with the program coordinator
Reporting
· Prepare monthly reports and submit them to the program coordination and advisor
· Receive and prepare monthly preppy and submit them to the program coordinator, country administrator and advisors
· Lead the collection of technical activities reports from the technical team, liaise with the program coordinator and advisory group.
· Compile the first draft of all reports required by the donor and government institutions (interim, final, ad hoc, etc) using data from M&E, monthly reports and technical reports (e.g. post distribution monitoring, completion reports, etc.)
· Participate in grant closing meetings for every closed grant.
External Coordination
· Support the program coordinator to approve project proposals at regional level.
· Attend regional level, Woredas and Kebele level coordination meetings and share key points
· Lead the organization of internal and donors meeting to the project sites, liaising with advisory group and HoM.
· Prepare and meet with donors visiting the sites of implementation
· Provide inputs to the advisor group in the definition of the country strategy within SMT meeting
· Ensure an active participation in relevant technical working group
Project development
· Contribute in drafting new project proposals
· Share project ideas and concepts as deemed useful, propose written innovative actions in the area of intervention
· Review and support the collection of information from the area of intervention (Zone, Woredas and Kebele, community, local partners, NGOs, etc.), liaise with the program coordinator, MEAL and advisory group
Perform any other duties assigned by the supervisors and HoM
Qualification and Experience
Ø Academic Degree in WASH and/or Agriculture as well as in other relevant sectors
Ø A minimum of 7 years of relevant working experience out of which 3 years/above of demonstrated project management experience
Ø Proven capacity to work in a team is essential. Experience in managing staff.
Ø Knowledge of humanitarian standards and protection principles
Ø Respect of humanitarian principles; ability to work in relocate areas
Ø Financial reporting experience with donors like ECHO/AICS/EHF/CERF/FAO
Ø proficiency in written and spoken English; and Amharic , Afan Oromo; knowledge of an additional Ethiopian language will be an asset
Ø Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
Ø Ability in project management in a comprehensive way (logistics, programme, reporting, staff management); and to use properly the standard project management tools;
Ø Ability to conduct sectorial analysis and to understand and transform into possible proposal the policies and strategies of the donors;
Ø Ability to organize and supervise a complex team;
Ø Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints.
Ø Strong analytical and practical problem-solving skills;
Ø Institutional relations management and cultural context understanding;
Ø Strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;
Ø Very good inter-personal and writing communication skills.
Preferred:
Experience in liaising with governmental / local authorities, IOs and NGOs.
Demonstrate ability to work in stressful environments and under pressure.
Knowledge of GIS
