RACIDA ETHIOPIA
RACIDA Ethiopia is a non-profit organization with programs in Somali and Oromia regions. The goal of RACIDA is to build community resilience, promote peace and security and provide prevent humanitarian crisis during emergencies. .
The RACIDA Ethiopia program strategy encompass mitigation, adaptation and preparedness measures to natural and manmade disasters, such as recurrent droughts, weather extreme, floods, conflict & related displacements.
The organization development program include improving access to water through construction and rehabilitation of water facilities; promoting sustainable pastoral livelihoods; natural resource management and peace building & reconciliation.
RACIDA is looking to hire two well experienced water technicians for its program in East and West Hararghe zones (Oromia region) and Liban and Dawa zones (Somali region)
Overall responsibilities: Responsible for the design, planning, implementation, monitoring and quality assurance of the program WASH interventions. Maintain close collaboration with government stakeholders and WASH actors in the target intervention woredas, zones and region. Explore for viable private sector engagement and participation options for water services. Responsible for monitoring, evaluation and reporting of the program WASH outputs and intermediate results.
Technical leadership on improving the program WASH interventions to expand access to improved water supply and sanitation for targeted woredas.
Develop WASH activities based on evidence based good practices and approaches.
Conduct assessment of WASH interventions and coverage in the selected woredas of the program; conduct pre-construction assessment; plan and implement the most effective and sustainable WASH solutions.
Take lead role in mapping of existing multi-village rural utilities and rural TWUs for expansion and scale up; and technically support assessment of financial, operational and management capacities of the utilities.
Closely work with government WASH stakeholders and the private sector and assess areas for the program technical support to local actors.
Advice the program on a viable private sector engagement and participation options for water services in the selected woredas, including approaches to private sectors involvement in supply chains.
Build the technical and management capacities of WWT, WASHCOs and rural utilities.
Working closely with the programme hygiene and SBC officer and together prepare education materials for community awareness and support the program advocacy works.
Maintain high level working relation with government actors, including knowledge and information sharing.
Assist the target woredas water offices to develop disaster risk reduction plans and contingency plans, including utilizing climate information services.
Deliverables:
Weekly and monthly reports related to the program WASH implementation and management activities, including coordination with government stakeholders and other WASH actors.
Pre construction assessment reports to identify and prioritize infrastructure development.
Assessment and findings on private sector modalities and financing, evidence and learning.
Capacity building guidelines and training manuals to establish climate resilient water supply services.
Train a cadre of youth and women operation and maintenance technicians for small and medium repairs, including establishing associations of operation and maintenance technicians. Report on the trainings and outcomes related to the performance of trainees.
Minutes of meetings with government stakeholders, WASH actors and communities.
Document WASH good practices and timely share with the program coordinator.
Work place: Filtu and Dire-Dawa
Language: for Filtu applicant fluency in Somali language and for Dire-Dawa applicant fluency in Oromifa is required

A minimum BSc/MSc. in water engineering, hydrology, geology desirable
Higher level experience in climate resilient WASH facilities/infrastructure construction and supervision is required
10 years NGO experience in rural WASH, including multi-village rural utilities
Strong working knowledge of English (spoken and written)
Very good report writing skills
