BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities in over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in ten regions, in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

The IRC CWI Manager, under the line management from the Field Coordinator and Technical support from the CWI Coordinator in Addis, the CWI manager will be responsible for the management of CWI programs- response and prevention programming in Benishangul Gumuz regions Assosa Field Office. He/she will provide program leadership and technical back stopping to CWI staff in Sherkole, Bambasi, Tsore and Kurmuk Refugee Camps and the CWI emergency program in Bambasi IDPs sites. S/he will ensure the goals and objectives of the program are met by providing technical oversight to all CWI staff in the field office with emphasis on coaching staff and strengthening their skills. The CWI Manager is responsible for promoting IRC strategies, providing regular technical oversight, guidance, and monitoring, both on-site in meeting the needs of target clients as well as actively promoting PSEA (Prevention of Sexual Exploitation and Abuse) standards.

Responsibilities: -

Program Planning

•        Work closely with the field coordinator and CWI Coordinator to understand program goals and to meet expectations.

•        Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals and identify support structures.

•        Analyze trends of GBV and suggest ways to develop/adjust program strategies to meet needs.

•        Contribute to program design and the preparation of concept notes and proposals, providing necessary field information/ data.

•        Prepare workable activity, spending and consolidated procurement plans for all active grants CWI program in Assosa field office.

•        Actively work on project proposal development and multi-purpose need assessment by effectively identified the CW program gaps at every refugee camp and Bambasi IDP site with field-based program team and develop the firsthand project proposal and shared with Addis CWI technical unit for comment.

Program Implementation and Capacity Development

•       Provide technical support to and technically oversee the implementation of program activities with partners and staff.

•       Coordinate and facilitate the development, implementation, and monitoring of the project work plan, including budget and results framework.

•       Support and coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results.

•       Work with staff and implementing partners to ensure reports and assigned resources are used in accordance with quality and transparent standards.

•       Contribute to information-sharing and data management systems.

•       Compile monthly and quarterly reports, on time and with accurate data.

•       Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners, as needed.

•       Work with teams to develop appropriate prevention and awareness-raising/behavior change strategies.

•       Support CWI staff to become leaders of GBV prevention and response. Depending on skill sets and required roles, training may include gender, guiding principles of addressing GBV, GBV case management, referral pathway development, compassionate care, facilitation skills, mobilization, project cycle management, etc.

•       Participate in all relevant Results Groups meetings as delegated by the immediate supervisor.

•       Any other duties as directed by IRC management and Programme supervisors.

Coordination

•       Coordinate with local and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including participation in strengthening GBV SOPs and referral pathways.

•       Actively participate in regional Protection Cluster, GBV/CP AoR, PSEA Network, and Gender Technical Working Group meetings

•       Ensure maximum visibility of IRC and relevant donors amongst the UN and NGO community.

•       Contribute to the positive image and overall credibility of the organization, notably through the

application of the organization’s Code of Conduct

Monitoring, Evaluation and Reporting

•       Provide technical inputs to the monitoring and reporting system as well as evaluation of the Programme/ project in coordination with M&E teams.

•       Conduct frequent field visits to supervise, coordinate and monitor field level activities of Programme

•       Produce reports on monitoring missions, Programme results, outputs, and outcomes.

•       Provide substantive inputs to the preparation of donor and IRC reports.

•       Support in the development of reports, proposals, case studies and other relevant documentation.

Advocacy, Knowledge, and communication

•       Provide substantive inputs to knowledge management strategies, activities, and products.

•       Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops, and knowledge products.

•       Work with the IRC Communication teams to ensure results, success stories and best practices from the Programme are captured and widely shared.

 Human Resources Management

•       Assist in the selection, training, and support of qualified program staff.

•       Develop support strategies for staff and introduce principles of self-care.

Financial Management

•       Develop work, spending and procurement plans in line with IRC’s financial policies.

•       Work with Finance and supply chain to procure supplies within program budgets.

•       Monitor budget implementation and coordinate budget re-alignments/ revisions, as necessary.

•       Ensure compliance with donor financial regulations.

 Security

•       Ensure compliance with security protocols and policies.

•       Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and social workers or volunteer.

·         Any other duties and responsibilities that can be given by immediate and technical supervisors.

Job Requirements

•       Four years/Five years of professional work experience for MA and BA subsequently

•       Proven Experience in GBV programming in various emergency and development settings, 

•       Proven experience on cross-cutting issues, including field experience on gender equality, women empowerment, and GBV.

•       Experience in developing SOPs, guidelines, tools for GBViE prevention, response, and protection interventions.

•       Experience in developing, mentoring, and facilitating training courses on GBV, PSEA or related subjects.

•       Good understanding of the Humanitarian Situation of the country and international GBV/PSEA practices, tools, and guidelines.

•       Experience in coordinating and liaising with government agencies and/or donors, and participation in Protection Cluster, GBV/CP AoR, PSEA Network meetings is an asset.

•       Experience in Grant management and monitoring. 

•       At least 1 year of management experience

•       Demonstrated leadership, communication, and facilitation skills.

•       Proven experience in proposal design, development and writing skills, including donor reporting.

•       Excellent interpersonal and problem-solving skills and flexibility

•       Strong written and oral English skills required.

•       Excellent computer skills: MS Word, Excel, PowerPoint
