Program Summary

CIFA Ethiopia is one of the three partners in a one-year program, entitled “Integrated multi-sector Assistance to support vulnerable communities in drought and flood affected Moyale & Dubuluk Districts Borena Zone, Oromia.”

The consortium is led by Christian Aid (CAID) in partnership with CIFA Ethiopia and Hundee Grassroots Association.

The overall objective of the project is to reduce impact of humanitarian crisis related to drought and floods on the lives and livelihoods of affected population through an integrated multi-Sectoral emergency Agricultural, WASH and multi – purpose cash response mainstreaming protection, GBV and Gender inclusion intervention 

The project period is from 1st August, 2023 – 31st June, 2024.

In order to successfully implement the project, CIFA Ethiopia is looking for committed individuals to fill the following positions: - 

Location:          Addis Ababa with frequent field visits to target Woredas

Position Summary: Under the supervision of the Program Coordinator, the Gender and Protection Coordinator has the overall responsibility for designing, planning, implementation, coordination and reporting of all protection activities under CIFA’s Emergency project. The position holder leads the development and planning of new protection interventions, conduct protection monitoring/assessments, design implementation guidelines, capacity building of protection staff, and reporting. The Protection and Gender Coordinator will also be responsible for liaising with relevant stakeholders and local authorities in providing capacity building training as well as local and regional level coordination, particularly to Protection cluster-Child Protection (CP)-Gender Based Violence (GBV) Area of Responsibility (AoR), MHPSS Technical Working Group (TWG) and Sexual Exploitation and Abuse (PSEA) Network.

ESSENTIAL FUNCTIONS

a)  Project Activity Implementation

  • Plan and timely implementation of CIFA’s protection projects namely (Gender- Based Violence (GBV) and Mental Health, Psychosocial Support (MHPSS).

  • Conduct timely rapid protection assessments in new areas with greater focus on GBV, PSS and other lifesaving needs of affected communities.

  • Rigorous application of project management tools as well as national and international sectoral standards.

  • Document the impact of CIFA’s presence in the field of protection. Supervise and provide on job capacity building of CIFA’s Protection Officers and Government offices specifically to WCAO (Women and Children Affairs Office) Social workers.

  • Participate in the program/project design of CIFA’s Ethiopia country. Ensure greater synergy and collaborations with protection and other sector responses by other agencies in the field.

  • Prepare monthly budget forecast for the protection project and track budget expenditures.

  • Prepare and timely submit procurement plans and follow up this with the finance/supply chain department.

b)  Capacity Building

  • Capacity building of CIFA’s field Protection Officers and Government service providers, particularly on GBV and MHPSS.

  • Contribute to the design of capacity building strategies for communities in the field of GBV and MHPSS.

  • Ensure new staffs are trained on GBV, MHPSS and PSEA.

c)  Reporting

  • Ensure that activities are recorded, and activity reports are provided to the line manager by the agreed deadline and are of high quality.

d)  Human Resource

  • Directly supervise CIFA’s Protection and Gender Officers at the field level and ensure a positive and collaborative working environment.

  • As necessary participate in the recruitment of local staff.

  • Conduct performance planning and appraisal of staff- Protection and Gender Officers. In collaboration with the Program Coordinator and Finance & Admin Manager assess and produce staff capacity building and training plans.

e)  Coordination/Representation

  • Participation in protection coordination meetings at the field and regional level, particularly to Protection cluster-CP-GBV AoR, MHPSS TWG and Protection against Sexual Exploitation and Abuse (PSEA) Network.

  • Represent/promote CIFA in emergency coordination meetings at the field and regional level, including actively participating in joint need assessments and event organization.

f)   Support the PSEA intervention

  • Ensure the project design and implementation incorporated key messages of PSEA in all awareness raising and psychoeducation IEC materials and activities delivered at community and or institutional level where CIFA is operating humanitarian services.

  • Closely work with PSEA Network, other partners, and CIFA MEAL Officer to ensure Community Based Complaint Mechanism (CBCM) is functional, and up to the standard.

  • Good Knowledge of the national and local humanitarian context. Proven experience and knowledge in emergency/ humanitarian coordination. Proven experience in needs assessment and report writing.

  • Extensive experience in humanitarian project management. Proven experience in management of multisector programs. Capacity building skills.

  • Knowledge of Project management, including project design, implementation, and evaluation.

  • Planning, organizing, cooperation, performance oriented. High degree of taking initiative and working independently. Knowledge of management techniques.

  • Verbal and written fluency in English and Afaan Oromo.

  • Good computer and IT skills.

  • Willingness to deploy in multiple locations.

Physical Demands

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel & Environment
