Position: Reginal Budget Planning, Posting and Controlling Officer (Maternity Cover)

BACKGROUND:
The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading center of innovative solutions for the transformation of Ethiopian Agriculture by 2030.
The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.
Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, Sidama, South-West, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:
The Finance Officer is responsible for creating and managing the overall financial system, management of finance team and monitoring the day to day activity of the regional finance section.
The Regional Finance Officer will directly report to the Regional Senior Finance Officer and technically to the ATA Head Office Finance Director/Manager.
ESSENTIAL DUTIES:
Accomplish budget review and budget checking activities at Regional level.
Review and maintain Regional Budget utilization (BVA) from ERP system and report as required by teams and Management.
Accomplish transaction posting for all vouchers at Regional level regularly.
Establish and maintain sound accounting and financial management system at regional level in ensuring ATA and Government policy & procedures are implemented and minimum financial standards are achieved
Verify cheque/cash payment vouchers and receipts according to the threshold established to regional offices
Review payment requests for compliance to ATA, Donor and government policies and procedures
Review regional payment requests based by checking budget availability, SOF, Annual Work plan and Donor budget lines
Record daily transactions on spread sheet and prepare monthly bank reconciliations of the region
Post Daily transactions on the system,
Ensure all expenditures are in line with approved budgets and prepare budget vs. actual report periodically to the ACC Secretariat Lead in the region
Follow-up the timely release and settlement of advances to Zones and Woreda’s as well as staff travel & procurement advances
Provide monthly financial reports to ATA Head Office finance and Regional Secretariat Lead in accordance with EATA reporting requirement and timelines
Ensure that proper tax deductions & tax receipts prepared for VAT, WHT and Employee income tax before payment effected by the cashier
Play a support role in the budgeting process
Support ATA Head Office Finance in monthly closing as per the schedule provided from Head office
Prepare ageing analysis every month for outstanding receivables and payables of ATA regional office accounts for further follow-up and notify the status
Assist in analyzing and verifying various transactional issues, and statements
Perform other tasks as instructed by the ACC Secretariat Lead and ATA Finance Director/Manager.
Bachelor's or master's Degree, at least four (4) years of experience for BA or Two Years (2) for MA, in accounting from a recognized university/college.
Working as a Finance Officer or related position, responsible for the overall management of an office and have had a responsibility for directly managing a small team of staff.
Fluency in English and Amharic and local languages is highly desired.
