Job Summary

Columbia University ICAP in Ethiopia is looking for an experienced, dynamic candidates for the position of central program advisor, Cervical Cancer (CxCa) screening and management. This person will be responsible for proactively leading the growth of ICAP’s technical and programmatic portfolio for cervical cancer screening and management within the broader spectrum of HIV care and treatment. The Program advisor, CxCa screening and management will contribute to ICAP’s strategic thinking on how to design, deliver and evaluate integrated CxCa screening and management.

This person is responsible for providing strategy and new programmatic development, as well as technical assistance to ICAP country program supporting FMOH, RHBs and facilities in design, implementation, and evaluation of CxCa interventions. The Program advisor will also create external engagement in cervical opportunities and represent ICAP on appropriate technical working groups, task force committees, as well as represent at national meetings and conferences.

Key Responsibilities

·         Support the program manager in the development and execution of organizational and technical strategy, goal, objectives, and plan for cervical cancer at ICAP, by actively seeking opportunities to integrate cervical cancer prevention programs within ICAP’s existing HIV care and treatment interventions and platforms.

·         Strengthen the capacity of country teams to develop, implement and evaluate cervical cancer screening and management interventions through remote and in-country technical support.

·         Provide technical guidance on the development and dissemination of new technologies for cervical cancer screening and management.

·         Identify, develop, and disseminate relevant program design, implementation, best practices, technologies, and monitoring and research information for cervical cancer interventions, and facilitate information exchange between ICAP programs

·         Coordinate the development and review of quality assurance systems for cervical cancer in collaboration with the HQ advisors, including clinical protocols, quality assurance standards, and ensure these are aligned with global standards and best practices.

·         Support establishment of center of excellence sites to act nationally recognized as Cx Ca screening and management and LEEP service training sites with adequate number of TOT pool

·         Support ICAP regional offices in the rollout of Cx Ca screening and management activities by building the capacity of regional teams, providing close monitoring to the program

·         Support FMOH in the development of comprehensive plans on Cx Ca screening and management activities and align ICAPs plan with the FMOH

·         Support in the revision and development of national GLs, SOP and PST on cx Ca screening and management

·         Support the introduction of new innovative technologies on Cx Ca screening and management HPV DNA testing and thermal ablation treatment at national level

·         Support FMOH expansion of LEEP sites at national level

·         Support establishment of center of excellence sites to act nationally accredited as CxCa screening and management and LEEP service training sites with adequate number of TOT pool across supported regions

·         Support MOH to plan, organize and execute trainings on HPV DNA testing, Thermal ablation, VIA with cryotherapy and LEEP services 

·         Support FMOH to avail the necessary GLs, SOPS, PSTs, CEMs and M&E tools to all sites with Cx Ca screening service

·         Support FMOH to avail medical equipment as well as accessories, and supplies to ensure continues availability of cx Ca screening service.

·         Support FMOH to improve uptake of cervical cancer screening among WLHIV by demonstrating maximum effort to screen 50% of WLHIV aged 25-49 get Cx Ca screening service in one-year time.

·         Support FMOH to ensure 90% of clients identified as VIA positive get Cryotherapy or thermal ablation on the same day by supporting the implementation of single visit approach.

·         Support FMOH to design and implement effective referral linkage of VIA positive clients not eligible for cryotherapy or Thermal ablation for LEEP service

·         Support FMOH to conduct JSS and Review meetings on cx Ca screening and management.

·         Support FMOH to systematically document lessons learnt on scale up of cervical cancer screening and management services especially on the introduction of new innovative technologies like HPV DNA & thermal ablation

·         Support ICAP regional Cx Ca screening and management advisors in their effort to support regional cervical ca activities.

Job Requirements

         MD with MPH or MD with Specialty in Obs and Gyn or BSc with MPH

·         five years of experience in the program area.

·         Training and experience on VIA screening and cryotherapy as well as thermal ablation and LEEP services

·         Strong program coordination skills including developing and evaluating budgets, and implementing and monitoring projects especially in the context of HIV programs

·         Experience working with the Ministry of Health and Regional Health Bureaus

·         Excellent verbal, visual and written communication skills

·         Ability to quickly learn and synthesize technical and clinical information

·         Natural ability to build strategic relationships and interact with individuals of different backgrounds

·         Excellent organizational and problem-solving skills

·         Strong analytical skills and technical proficiency with MS Excel and PowerPoint

·         Good strategic thinker able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.

·         Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally

·         Ability to work independently on complex projects and solve challenging problems with limited structural or operational support.
