Under the guidance of Capacity Building Director, the SCM advisor supports the MoH/EPSS & RHBs to ensure uninterrupted supply of ARV and OI drugs and other supplies for the implementation of comprehensive, family centered, and quality care and Treatment programs at ICAP-CU in Ethiopia supported RHBs.

Major Duties and Responsibilities

• As SCM advisor of ICAP - CU in Ethiopia, the incumbent will have the following responsibilities:

• Actively participate at the National SCM Technical Working Group.

• Participate in the national quantification ARV drugs, OIs and other supplies.

• Assist in capacity building of RHB logistics teams through training on SCM/IPLS

• In collaboration with EPSS & Regional hubs, facilitate supply of ARV drugs & related commodities (ARVs, Cotrimoxazole, INH, test kits) upon receipt of incident report from ICAP regional team.

• Support the development/revision of RHB’s operational plan based on the regional strategic plans.

• Support the revision of the RHB’s SOP

• Participate in the National HIV Performance review meetings.  

• Support the RHBs in the development and adaption/adoption of provider support tools.

• Provide technical assistance in planning, implementation, monitoring, and evaluation of SCMS in ICAP supported Regional Health bureaus.

• Facilitate/provide SCMS related training for RHBs. 

• Ensure the implementation of SCMS minimum package in ICAP supported heath networks.

• Review ICAP regional offices monthly SCM performance and provide feedback.

• Work closely with other advisors in other departments and units

• Assist in the preparation of annual work plans with targeted benchmark indicators and in monitoring f their implementation.

• Participate actively in monthly, quarterly, semi-annual, and annual ICAP performance review meetings.

• Compile monthly, quarterly, semi-annual, and annual activity reports

• Perform other duties assigned by the supervisor.

Job Requirements

Required qualifications and experience: 

• Master’s degree in pharmaceutical supply chain management/Public health or other pharmaceutical related field with at least 10-year experience in supply chain management and pharmacy system strengthening.

• A first degree in Pharmacy is required.

• Experience in teaching, mentoring, organizing, and conducting training. 

• Experience in development of national documents related to SCM.

• Excellent interpersonal and coordination skills  

• Proficiency in written and spoken English. 

• Computer skills (MS Office and statistical packages)
