Job Purpose
Reporting to the Senior WASH Officer, the Water Technician will be responsible to provide technical support to the outlined project in assessment and specifying maintenance needs, preparation of simple and practical operation guidelines for pumps and gen-sets. He/she will work closely with the WASH Officer; specifically, be charged with supporting the WASH teams in planning, designing, development of BoQs and overall budgeting, technical implementation of water supply systems including drilling, rehabilitation and training of Operation & Maintenance teams and Water Management Committees and Woreda water office staffs.
Specific Responsibilities
Program implementation
· Working closely with the Senior Project Officer, support IR WASH teams in planning, designing, development of detailed Bills of Quantities and overall budgeting, and, preparation of bid documents for implementation of water supply systems.
· Serve as the main technical focal point for activities related to construction, drilling, troubleshooting, operation, and maintenance of electro-mechanical parts (pumps, generators, Solar systems) of water supply systems of the Mieso community and other IRE Chiro operations sites.
· Identify gaps & and plan for onsite training to build the capacity of the Masons, Plumbers, and operators in Mieso woreda in consultation with the S.WASH Officer and WASH Officer.
· Ensures that all generators, pumps, Solar Systems, and fittings at production and distribution systems, tap stands, and water storage tanks have enough backup up easily moved parts.
· Prepare detailed specifications including item description, part, and quantity of spare parts necessary to fix identified problems on electro-mechanical parts (pumps, generator set, Solar System control panels, etc) and distribution systems of water supply schemes.
· Identify & and ensure the procurement of tools and equipment required for the operation & and maintenance of the water supply systems including generators, pumps, Solar Systems, and control panels for pumps.
· Prepare & and put in place a monitoring plan for the operation & and servicing of the generators, Solar System, pumps, and rig machine.
· Keep records of fuel consumption, rig machine, generator working hours, and electromechanical equipment’s performance indicators during the operation and maintenance phase and report to the S.WASH Officer and WASH Officer.
· Organize and deliver training on the operation and maintenance of electro-mechanical parts to operators, plumbers, masons and laborers.
· Provide the necessary technical support to WMCs, operators, plumbers, laborers, and technicians in the operation and maintenance of their water supply schemes.
· Prepare, weekly and monthly progress reports and keep the supervisor informed of the maintenance and/or installation of electro-mechanical parts and other ongoing WASH activities.
· Visit the generators and pump daily and provide guidance and advice for the operators and maintenance team of Woreda and Kebele (WASHCO).
· Install generators, Solar Systems, and pumps in the water supply systems.
· Assist the S.WASH Officer in project proposal development and quarter and annual reporting regarding electromechanical operation activities.
· Monitoring water quality to ensure it meets federal and state standards, collecting samples, and conducting tests.
· Conduct the assessment of electromechanical and water distribution system problems at the Woreda and Zone level based on the assignment given by the Organization at any time.
· Contribute towards the development of standard Water Management Committee and system Operators selection and training.
· Any other relevant duties as may be assigned by the Senior Project Officer and WASH coordinator.
Coordination
Support IR in ensuring linkages with the Woreda water office operational and maintenance unit for effective utilization of resources.
Attend Woreda WASH task force and coordination meetings as assigned by the Project Senior Officer.
When assigned by the Project senior Officer, represent the project in cluster coordination meetings and provide prompt feedback.
Reporting
To submit biweekly and monthly program activity plans to the Project Senior Officer and be responsible for providing support to the IRs for the implementation, supervision, monitoring, and reporting of all project activities in the areas of assignment.
Submit biweekly and monthly activity reports to the Project senior Officer.
Participate in the preparation of sector reports for submission to the Program area and country office, Government, and donors.
Monitoring and Evaluation
In liaison with IRs, ensure regular monitoring of program activities to determine the success of interventions and recommend any changes in program design to the Project Senior Officer.
Supervision
The position has no direct supervisee; however, the job holder will:-
Collaborate with Community workers and Sanitation and Hygiene Promoters to provide regular feedback to IR on the performance and areas for improvement in the WASH sector or activities under the project.
Supervise, monitor, and report hired laborers' performance in their assigned tasks.
KEY WORKING RELATIONSHIPS:
Internal
Working in consultations with the Senior Project Officer, Hygiene and Sanitation Promotion Officer/s, Community workers, and WASH coordinator.
In liaison with IR, working to support IREs WASH teams who are in charge of planning and implementation of WASH activities under the project.
External
· Provide any relevant support sought by IR to coordinate and collaborate with Regional and Woreda Water and Health Officers, Kebele leaders, and Extension workers.
· Working together with the Sanitation and hygiene Promoter and Community Development Officer to support IRs in capacity building for Water Management Committees and Sanitation and Hygiene volunteers.
Personal Specification
Formal Education/Qualification
· Diploma in water technology electromechanical works or other related field of studies.
Work Experience
· Minimum 3 years’ experience in the implementation of Water Work projects, preferably emergency WASH projects in humanitarian, NGO, or Government organizations.
Skills and Competences
Proven knowledge of water works, construction management and emergency response activities.
Computer literacy in MS Word, Excel and Auto-CAD.
Fluency in Afan Oromo language is Mandatory
Good in written and spoken English
Previous relevant experience in the INGO sector is an asset
