The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Advisor to the Head of Sub Delegation, based in Gondar.
Terms of Employment: Fixed term contract until 31st December 2024 with possibility of extension based on budget to be available for the position.
PURPOSE
Advisor to the Head of the sub-delegation advises the Gondar sub-delegation on political, social and humanitarian developments and changes in the overall environment, conflict and security dynamics. S/he identifies, maintains and broadens a network of contacts at national, regional, and zonal levels and facilitates the management’s access to them.

Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
Advises management and staff on overall conflict, humanitarian and security situation and contributes to defining the sub-structure’s overall strategies.
Actively maintains and develops a network of contacts within the zonal as well as regional authorities, security and armed forces, political opposition, civil society, community leaders/elders and International Red Cross and Red Crescent Movement and with any other influential stakeholders. Facilitates management’s access to them.
Holds briefings on the context and cultural sensitivities for the sub-structure staff.
If requested by the Head of the sub-structure, might also hold security briefings to visiting resident colleagues.
Writes reports, briefing notes and other required documentation to share the results of political and other analyses.
Monitors the humanitarian environment, needs, and contributes to the analysis of the socio-economic, cultural and political environment relevant to the ICRC in Gondar sub-structure area of responsibility.
Analyses the security, socio-economic, cultural and political environment as relevant to the ICRC (regional/national/local level). Shares pertinent information with colleagues and reports any changes in the situation.
Participates in and holds internal and external meetings and develops and maintains contacts with high-level municipal/regional authorities, local/regional Red Cross/Red Crescent Society branches, non-governmental organizations (local and international) and the population.
Participates in the follow up of the cooperation file at the sub-structure, in close collaboration with the HoSD as well as Addis Cooperation.
Holds the SAFE Training Relay role in Gondar Sub-delegation, in coordination with the regional safe coordinator, and ensures that security and safety trainings are appropriately conducted and transmitted to the Gondar ICRC staff.
Support the Head of the sub-structure in the elaboration, follow up, and tracking of security management related tools, such as the security rules updates, the contingency plan review, as well as the preparation of the security working group meetings, and action points’ follow ups.
Contributes to the regular update of the mapping of actors of influence and updates the Gondar list of interlocutors.
Supports activities of Protection, EcoSec, Health and Water & Habitat activities in Gondar sub-structure area of responsibility in close collaboration with the concerned departments.
Actively participates in annual Accountability of Affected Populations (AAP) assessments.
Represents and promotes the ICRC regarding its activities to all relevant interlocutors.
Contributes to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting; contributions to PFR, BFR, APM, analysis of various files, etc.
ADDITIONAL DUTIES
Follows up on all work-related messages and correspondence with the relevant contacts and departments.
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
Takes responsibility for their own professional learning and development.
Degree in Social, Economics, Social Science, preferably in political science or closely related fields.
Minimum of 5 years’ professional experiences in similar fields, preferably within the International Red Cross and Red Crescent Movement
Ability to demonstrate the existence of a relevant network of contacts
Proven experience in cultivating networks and influencing others
Knowledge of multilateral organizations/fora/agencies and platforms
Fluent in English and Amharic language
