The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacancy for its Onchocerciasis and Lymphatic Filariasis Elimination Program:

Summary of Job Description:  

• Acts as a focal person in overseeing all RB/LF related IEC/BCC designs, productions, technical oversight, and follow up monitoring of its proper execution. 

• Takes lead role in conducting needs assessment or reviews on different types and designs of IEC/BCC materials in use and proposes ways for improvements, changes, and revisions.

• Supports the development of effective internal communication, knowledge management, and learning and Links up with relevant stakeholders and development partners (government and non-government) at the zonal, regional, and national levels. 

• Works very closely with the Government (MoH, RHB and others) and other partners and stakeholders in the development of culturally sensitive IEC/BCC tools; and makes sure acceptance by the community and the local government before distributing to the large community.

• Develops and implements comprehensive Behavior Change & Communication (BCC) work plans and strategies that is aligned with nationally and internationally accepted protocols. 

• Conducts workshops to review current IEC/BCC materials in use, collects inputs from audiences and use for the development of an improved IEC/BCC tools for RB/LF elimination programs.

• Works closely with the PM, and other RB/LF team to develop IEC/BCC implementation guideline, training manuals and up to date tools and/or SOPs for RB/LF elimination programs.

• Works closely with the PM in designing new IEC/BCC tools that are tailormade in different phases of the RB and LF elimination programs. I.e., to develop phase-based tools and messages during Mapping, MDA, pre stop MDA/Stop MDA and PTS and PES phases.

• Actively works on production and distribution of IEC/BCC materials and strictly follows uptake and utilization of produced materials.

• Provides technical assistance on planning, developing, and implementing BCC training to RB/LF staff and Government bodies. 

• Actively participates in the development of project developments and contributes for effective planning on IEC/BCC materials printing, distribution and follow up.

• Conducts community awareness assessments including using KAP surveys, snapshot assessments on effective and efficient utilization of already produced items and tools for the community.

• In consultation with the PM, regional RB/LF team, organizes advocacy workshops including stop MDA advocacy workshops, community awareness campaigns and mass education through robust IEC/BCC tools including using mass media, vans, or other forms.

• Enhances communication systems for press release, mass media education and community awareness systems using dramas, poems etc.

• Identifies and contributes to research priorities related to BCC and provides technical support to the program.

• Perform other duties as instructed by the supervisor.  

Job Requirements

Qualification:          

Master’s Degree in Public Health, Health Communication, Behavioural Sciences, Social Work, Sociology, or Health Promotion,  from a recognized university.

Experience:            

Relevant experience of minimum seven years preferably on NTD projects.

Additional Requirements:

• Relevant SBCC-specific experience in designing, developing, implementing, monitoring, and evaluating SBCC strategies and materials, as well as related training.

• Experience in using participatory methods for training and capacity building

• Strong computer skills in Microsoft Office and data management software.

• Good facilitation skills with knowledge of adult learning approaches.

• A person who is a self-starter, who can accomplish the task with minimal or no supervision.

• Bilingual: Excellent written and verbal communication skills in English, Amharic and other local languages is more advantageous.

• Willingness to travel within the country, frequently, to different remote project areas.
