Job Description

Defining, coordinating and monitoring all pharmacy related activities in the project area including management of staff, according to MSF protocols, standards and procedures, in order to ensure proper management and supply of drugs and medical devices.

 Accountabilities

  • Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.

  • Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including pharmacovigilance in case of need.

  • Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)

  • Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within project area, to guarantee a good control and up to date data of stock levels and avoid expiries, overstocks and stock outs. Reporting on drug consumptions and medical devices dispensed according to protocols, informing on unusual patterns.

  • Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols.

  • Ensuring the collection of data for monitoring and surveillance of optimal quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality of prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use of antibiotic review, follow-up of Pharmaceuticals care plan, patient counseling, good dispensing practices and safe medication practices.

  • Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, in order to ensure the strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.

  • To define, if needed, training opportunities for the medical staff.

  • Carrying out all the reporting tasks associated to his/her field of action and responsibility, ensuring its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)

  •  Planning and supervising, in close coordination with HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the level of expertise is meet.

 MSF Section/Context Specific Accountabilities Stock management Supervises pharmacy activities in the project & act as a focal person for any pharmacy related activities in the project.Ensure proper system (with clear SOPs/ Manuals)  is established in pharmacy management from the time of reception till end user level and that all documents related to pharmacy management are archived properly for internal follow up as well as external audit. Supervise and recommend audits on drug use at end user units and strengthening dispensing systems.Regularly follows up on PTNT storage, consumption, rational prescribing and use as per international and the country regulation and report periodically to Mission Pharmacy Manager and Medco. Takes the lead in proposing the upcoming yearly forecast of PTNT to EFDA.Quality analysis on monthly requesting, reporting and rational prescribing and dispensing pattern at the central pharmacy and end user level.Responsible for proper implementation of CDT (consumption data tool) in the project centralPharmacy, centralises the CDT backups.Fully responsible to link the information with TSR analysis report of the project supply team in anticipating possible ruptures, overstocks and expiries before consumption.Take lead in monthly Medical-supply meeting for TSR analysis & give proper feedback on Ruptures, expiries & overstocks.Proposes donation of drugs to other projects & health facilities to MTL & Mission pharmacy manger, following donation guidelines.Work closely with mission pharmacy manager & flying pharmacy manger and establish a strong functional line with coordination pharmacists.Visit project warehouses & put recommendation to Supply for points of improvement for good storage condition in accordance with MSF protocols & national guidelines.Liaise donation with MOH, EPSA, RHB, and external partners in the project or other project sites of the mission. 

Human Resources Management 

Define, prepare and ensure training and briefing for all pharmacy staff arriving in the project.Brief all medical & supply staff arriving in the project.Ensure technical support and training regarding pharmacy management and CDT for projectPharmacists, undertake regular evaluations and performance of quality of CDT by project pharmacy personnel and give feedback.Is involved in the recruitment and proper orientation/on job coaching of pharmacy personnel in the project. 

Others

Support the mission Pharmacy manager in regards to local purchase information gathering for the exceptional validation process.Act as back up for the Mission Pharmacy Manager, project pharmacy manager (flying) and project pharmacists during their absence (on leave or out of station) in the mission.Support to set up medical supply chain of emergency intervention in the mission, when requested.In collaboration with supply, process  request & transportation of blood from national blood bank.Support Watsan in disposal procedures; by collaborating with Supply & liaising permit with local authorities.

General

  • The responsibilities mentioned above are not exhaustive and other work can be required according to the needs of the mission.

  • Mobility is requested from MSF staff, including short term assignments from their usual place of work.

  • Part of any MSF-employee responsibilities is the attendance of trainings as per the requirements of the organisation.

Job Requirements

Education

Essential: pharmacy degree/diploma with valid professional license

Experience

  • A minimum of four years of demonstrated experience as a pharmacist & two years of experience on supervisory position is required.

  • Experience in MSF or other NGO’s is desirable

Languages                       

Mission language,  ENGLISH is essential; Local working language desirable

Knowledge

Essential computer literacy (word, excel and internet)
