The UN in Ethiopia employs over 4000 personnel countrywide. With this large footprint, it conducts between 70 and 120 road missions every day. The cost-shared radio network as part of the Emergency Communications System (ECS) is critical to monitoring all missions, operating and coordinating - agency based - warden systems and maintaining communications between all UN offices and premises. The maintenance of the ECS falls under the accountability of the DO and the UN (Chief-) Security Advisor (Chapter II, Section B Security Policy Manual). The Radio Operators will perform their duty under the Supervision of the Radio Operator Supervisor (GS-4)
Responsible for monitoring and channeling all radio communications including tracking of UN vehicles and staff movement, to ensure efficient 24-hour coverage of telecommunications services.
Implement the Standard Operating Procedures (SOPs) for the Emergency Telecommunications in Ethiopia.
Conduct regular radio checks and keep track of participation, filing weekly compliance reports.
Assist communicating the implementation of the country security plan and activation of agency-based warden systems.
Receive calls and security incident reports from UN personnel and assist staff in the initial phase of an incident, while ensuring the information of the UNDSS office for emergency response.
Disseminate security related information to staff, and facilitate accurate, efficient and concise communication and information flow.
Support the Radio Operator Supervisor user training on telecommunications equipment and SOPs including Minimum Operating Security Standards (MOSS) requirements, to ensure effective use of telecommunications equipment.
Maintain all radio equipment in excellent operating conditions and report to the Radio Operator Supervisor all events or circumstances that might limit connectivity or in any way impact on UN telecommunications.
o Create and maintain databases (e.g., lists of call signs, inventory, addresses, telephone numbers, wardens, etc.), to ensure accurate information is available at all times.
Follow established emergency response processes and procedures, to ensure prompt assistance in case of emergencies.
Temporarily substitute radio operators in other duty stations in Ethiopia on UN-mission basis.
Any other telecommunications-related duties as tasked by the supervisor or by the UNDSS Security Advisor/Deputy Security Advisor.

Experience
4 years’ experience, UN or NGO experience required; as a Radio Operator and/or Communications Officer, ideally with an international organization or the navy.
Knowledge of satellite-based communication systems would be useful.
A working knowledge and understanding of the UN system and its telecommunications procedures and standards would be an advantage.
Good geographic knowledge of the country and past travel experience in Ethiopia is an asset.
Excellent interpersonal and oral communication skills.
Excellent computer literacy and skills (word, excel, Lotus Notes, databases, and Internet).
Experience in the use of basic GIS applications such as Google Maps, Google Earth, and the use of GPS devices.
Ability to work with minimum supervision, with efficiency, competency, and integrity in a multi-cultural environment.
Language
Proficiency in written and oral English is essential. Knowledge of a second UN language is desirable
