Job Description

The Deputy Executive Director (Dty ED) reports to the Executive Director (ED) and is responsible for the success of the Technical Department, including Program Planning & Management, Clinical Services, and MEAL Divisions. They provide leadership in planning, coordination, and management of programs and services. They guide compliance with the association's strategic plan and ensure the achievement of targets. They also lead the resource mobilization team for grants and project development.

Main Duties and Responsibilities: 

Organizational Leadership and Management 

  • The Dty ED will Support the ED in developing organizational objectives, assessing progress and leads program policy formulation and strategic decision-making. 

  • He/She will ensure availability of qualified personnel for effective service planning and management and participates in recruitment and orientation of division managers and technical teams.

  • Collaborates with various directors and area managers to implement the Strategic Framework/Plan and represents the Association in the national reproductive health arena. 

  • Provides strategic and technical guidance to divisions and field offices, guides major decisions in program, service management, and represents FGAE in meetings with partners to advocate and promote programs. 

Resource Mobilization and Management 

  • The Dty ED will mobilize resources from local sources through fundraising, donations and drives income generation through area office activities and innovative ventures. 

  • Markets FGAE's services and technical expertise for partner engagement and conducts research to identify funding opportunities and facilitate access.

  • He/She will contribute to the development of project proposals for donor funding and engages with regional government, international donors, and the private sector to mobilize financial resources for FGAE programs and services.

 Program Planning and Management , Clinical Services Management & MEAL Framework 

  • The Dty ED will coordinate and manages program planning, clinical services and MEAL divisions and develops realistic plans to minimize risk and maximize response. 

  • Initiates, develops new programs aligned with SRH priorities and ensures high-quality SRH services and performance alignment. 

  • Consolidates, shares performance reports with stakeholders and advises on cost-effective service provision strategies.

  • He/She will represent FGAE nationally and internationally and enhances capacity of the Clinical Service Division and technical team. 

  • Collaborates with partners in planning, implementation, and evaluation and contributes to national SRH service delivery goals. 

  • Identifies staff capacity development needs, advises leadership and leads budget planning and proposal development. 

  • He/She will implement service delivery approaches, social franchising, initiates policy and technical guidelines and promotes FGAE's service centers as learning and demonstration sites.

Organizational Visibility 

  • The Dty ED will maintain effective networks &f relationships with stakeholders, ensure and seek opportunities to expend and promote the role of the Association at regional and National, 

  • He/She will ensure and promote the Association as a Leading SRHR Organization and advocates for adoption of a policy by government on SRH & Rights Page 3 E. Monitoring, Evaluation, and Continuous Learning for Improvement 

  • The Dty ED will address knowledge management needs through research, documentation and organizes performance reviews for program implementation.

  • Conducts operations research on organization processes and procedures and performs assigned tasks by the Executive Director. 

  • He/She will ensure availability of program information for decision-making and guides decision-making on service delivery strategy and partnerships.

Job Requirements

Qualifications and Requirements

Education 

  • PhD/MPH+MD/ MSc/MA degree holder from recognized institutions in public Health, Medicine, Nursing, Economics, Development studies, Demography, Population Study, project management, or related fields

Relevant Experience

  • 10 years of relevant experience for MA/MSc/ MPH or 6 years for PhD degree.

  • He/ She should be 7 Years in senior leadership position in NGO and or public sector agencies with donor-funded projects. 

  • NGO experience is a plus

Skills & Attributes

  • Knowledge of donors' rules and regulations, familiarity with government and bilateral/multilateral donor health policies. 

  • Experience leading health/SRH projects in NGO settings, understanding of reproductive health care services.

  • Excellent written and spoken English skills. 

  • Strong interpersonal communication and negotiation skills. 

  • Ability to meet deadlines with a strong work ethic, Inspirational and persuasive qualities. 

  • Strong program leadership and strategic planning skills and Collaborative approach to team working.  Advanced analytical and organizational abilities
