Job Description
Finnish Refugee Council (FRC)(www.refugeecouncil.fi) is an International non-governmental organization with Head Office in Helsinki; FRC advocates for the rights of refugees, displaced populations, and migrants, and supports their new beginning. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies.
Education forms the foundations of an equal society. FRC activities place emphasis on functional capacity building for the most vulnerable members of societies as well as for community-based organizations. This is done to provide vulnerable adults with education for life skills in various spheres. FRC has been registered and accorded legal status in Ethiopia with Registry Number 4184 on 11th of June 2019 as a Foreign Organization.
Position Summary
The main responsibility of this position is to ensure Functional adult education is effectively implemented among the refugee and host communities. The position holder is expected to ensure the participation of women, person with disabilities (PWD), and other vulnerable groups in adult education and livelihood activities. The position requires proper planning, monitoring, providing technical support, and mentoring/coaching of volunteer facilitators. The position holder is also responsible for supporting the identification, selection, and verification of beneficiaries for the functional adult education and livelihood activities. S/he is responsible to facilitate livelihood activities that include training neds assessment, delivery of Business skill training, coaching/mentoring of VSLA groups and income-generation activities to the target beneficiaries among others.
KEY TASKS AND RESPONSIBILITIES:
Technical (Functional Adult Education, Livelihood Support and Training) - 40%.
Plan, monitor, and implement functional adult education program in alignment with the curriculum, topics, and thematic areas.
Provide technical support and capacity building for the volunteer facilitators on topics like adult teaching methodologies, lesson planning, assessment, and other identified capacity gaps.
Identify/target beneficiaries for adult education livelihood program in partnership with RCC, kebele leaders and other community leaders.
Identify/target volunteer facilitators for adult education and livelihood in partnership with RRS/UNHCR, RCC and other relevant stakeholders.
Arrange the available resources (supportive materials) required for the proper implementation of the adult education and livelihood course in the respective learning centers.
Collect different emerging topics from the beneficiaries and the community and report them to the respective technical team.
Continuously coach/mentor and build the capacity of volunteer facilitators on inclusive adult learning approaches and methods and follow up on their progress.
Work with technical focal persons within FRC and from other organizations in ensuring the integration of gender and PWD during the implementation of functional adult education.
Take a lead role in regular coaching and mentoring at refugee and host communities who practice livelihood activities.
Ensure beneficiaries are protected from any form of abuse and respected while delivering the activities under his his/her responsibility.
Develop success stories to share lessons and best practices for internal and external audiences using FRC guidelines.
Implement facilitator learning circle monthly capacity building sessions.
Identify appropriate temporary learning location in collaboration with responsible community structure and ensure its minimum standard maintained.
Participate at grassroots level meetings representing FRC and in coordination with the Field Office Manager.
Monitoring, Evaluation, and Learning (30%)
Record adult education, financial literacy, and livelihood target learners’ profiles and document them as per FRC requirements.
Support and participate in the MEAL implementation.
Participate in regular project review exercises and cluster working group meetings.
Monitor and evaluate the attendance and progress of learners, and timely report to the field office manager.
In collaboration with MEAL lead, assess the performance and competencies of peer facilitators and learners.
Periodically collect data, analyse and report disaggregated data toward learners’ performance progress and project accomplishments.
Facilitate the community compliance and feedback mechanisms properly established and functioning
Record, compile and submit regular updates to the compliance and issues raised and follow up the feedback communicated properly.
Record, document, and report the lessons learned and best practices to your immediate supervisor
Participate in baseline, midline, endline, and other monitoring surveys.
Innovation (10%)
Find out relevant participatory adult learning methodologies and share them with team members to enhance course functionality and learners’ achievement.
In consultation with volunteer facilitators and learners, design and implement co-curricular activities that enhance the quality of adult education course delivery and improve the learning atmosphere.
Facilitate grassroots reading material development.
Collaboration and Community Mobilization (10%)
Encourage and mobilize adult learners (especially vulnerable groups) to enrol in functional adult education courses for enhanced life skills.
Engage stakeholders in the mobilization and other functional adult education activities.
Collaborate with RCC and local leaders to Identify potential volunteers in the community to facilitate the adult education course.
Collaborate with RCC, local leaders, and facilitators to target adult learners.
Other (10%)
Perform other duties given by the immediate supervisor.
Duration:
up to the end of August 31, 2024, with possibility of extension

Education & Qualifications and experience
Bachelor’s degree in education/social work/community Development/ development studies/ rural development and family science or related fields.
Experience:
Strong experience in provision of training, material development, participatory assessments,
Experience in livelihood, protection and inclusion is an advantage.
At least 5 years of relevant work experience.
At least two years of experience in NGOs.
Essential Skills:
Should be flexible, and innovative,
with good record keeping, report compilation,
communication, and interpersonal and teamwork skills.
A self-starter, and able to work with minimum supervision.
Community mobilization and facilitation skills.
Able to work with a multi-cultural environment.
Fluency in English and local language both oral and written communication is a requirement.
