Position: Regional Risk Communication and Community Engagement (RCCE) Coordinator

Deadline: November, 10/2023

Job Summary:

The primary purpose of this position is to strengthen COVID-19 Risk Communication and Community Engagement (RCCE) and clarify information about COVID-19 Service and vaccine integration, vaccine eligibility and addressing vaccine hesitancies at the community level in collaboration with regional USAID – COVID-19 implementing Partners, Regional and sub-regional EPI coordination department, and regional coordinating bodies. This position is expected to provide adequate technical advice, regional coordination, and support to improve capacity for COVID-19 vaccine demand creation and other preventive measures at regional and community levels.

General objective:

To strengthen regional capacity for COVID-19 prevention and integration, and RCCE to impact positive social and behavioral changes on COVID-19 vaccine acceptance/uptake and other preventive practices.

Contract: Fixed term for one year

Accountabilities:

  • Provide strategic leadership over the design and implementation of SBC/RCCE activities at regional COVID-19 coordination and implementing bodies.

  • Support the development of a project SBC strategy and implementation plan to address COVID-19 integration and other public health emergency risk behaviors and risk factors.

  • Coordinate and conduct community-level COVID-19 vaccine integration and other SBC/RCCE-focused community engagement, community conversation and joint planning activities.

  • Lead the development and implementation of SBC tools and materials in the region, Zone, and woreda.

  • With the support of U -HB MELR team, oversee the activity progress to ensure activities are on track to meet targets in the region.

  • Coordinate and lead the SBC interagency integration and collaboration with regional bureaus.

  • Develop and implement training courses on SBC/RCCE, COVID-19 integration and other capacity strengthening activities.

  • Support media (social and mainstream) engagement, outreach campaigns and briefing activities

  • Lead SBC trainings, review meetings, workshops, and other mandatory events in the region.

  • Strengthen or establish rumors, disinformation and misinformation trucking and management systems through media monitoring, social/community listening and management systems.

  • Coordinate media and med media campaigns in collaboration with Zeleman and Woreda HO.

  • Collect and document lessons learned, best practices, and challenges in consultation with LME teams.

  • Compile weekly and quarterly activity performance reports to the LME teams and supervisors.

  • Work other SBC activities as assigned by the USAID-Healthy Behavior Director, SBC Advisors, regional technical hub leads and teams.

Applied Knowledge & Skills:

  • In-depth knowledge of concepts, practices, and procedures while providing technical support for research studies.

  • Development of scope of work and deliverables for partners, consultants, etc.

  • Broader knowledge of quality standards

  • Proficiency with database management software and online search tools is required.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.

  • Must be able to read, write, and speak fluent English.

  • Excellent organizational and analytical skills.

  • Excellent and demonstrated project management skills.

  • Ability to influence and collaborate with others.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

Education:

  • BSc in Public Health/Nursing, Education, Sociology, Psychology, Health Education, and promotion with a master’s in public health; Behavioral sciences; Social Psychology or Health Education and Promotion or related fields from an accredited institute. Training in SBC or RCCE is mandatory.

  • Project Management (PM) Certification is preferred.

Experience:

  • Minimum 6 years of work experience in Risk Communication and Community Engagement, expertise in at regional public health emergency (COVID-19, Cholera, …) preparedness and response.

  • Demonstrated understanding and mastery of a range of SBC/RCCE approaches that address social norms, policies, services, and structures to impact behaviors at households and communities.

  • Knowledge of state-of-the-art SBC models, strategies, and practical applications at the community level to achieve measurable improvements in strengthening participation and real-time communication to build trust and dispelling rumors, misinformation, or disinformation.

  • Understanding and functional proficiency of widely accepted formative research, pretesting, and monitoring and evaluation methodologies for effective SBC interventions.

  • Experiences of material designing, production, dissemination, and monitoring of utilization

Language: Excellent spoken and written English and local language.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:
