Job Description

The HIV service Officer/Specialist, as part of the USAID-funded Family-focused HIV prevention, care and treatment services Activity will be responsible of the implementation of the HIV service-related activities of the program at Mizan and Tepi towns, specifically HIV case finding through index case testing, HIV self-test, linkages to treatment, adherence support including HIV risk assessment, community-based case management and tracking referrals of PLHIV clients.

The HIV Service Officer/Specialist will be responsible for achieving deliverables at Mizan and Tepi, document, report activities and perform other duties as assigned by the area office coordinator.

Specific Duties and Responsibilities:

  • Facilitates HIV care and treatment engagement at community level.

  • Directly implements, and/or supervises HIV case finding activities through index case testing, HIV self- testing, improve engagement, retention and adherence of PLHIVs in care.

  • Builds the capacity of CEFs and CRPs (volunteers) by providing trainings, mentoring and supportive supervision.

  • Facilitate/Provide community-based care and support for non-stable patients to lesson burden to health facilities and clients.

  • Assists in the preparation of annual work plans, monthly and quarterly reports and other reports as needed

  • Tracks progress against program descriptions, implementation plans and work plans at Mizan and Tepi towns.

  • Participates in quality improvement and quality management initiatives with the team at Mizan town.

  • Operates as part of the MERL team in the preparation and submission of regular and timely performance reports.

  • Ensures community level service providers exercise real-time reporting of service delivery into mobile-based platforms.

  • Provide on-site HIV related technical support to the project ‘s field staff such as to social workers, volunteers and CCCs at Mizan and Tepi implementation sites.

  • Provide regular support and supervision to community engagement facilitators (CEF), case managers and other staff under her or his direct supervision. These include the preparation (development) and follow up of individual work plans based on Family Focused HIV prevention, care and treatment service activity project work plans and/or job descriptions.

  • Build the technical capacity of the project staff under her/his direct line management and delegate tasks for the efficient performance of activities implementation at all levels.

  • Participate in regular joint supervision mission with stakeholder to ensure quality service delivery.

  • Manages the entire case management process in the recruitment and enrollment of target beneficiaries (from identification for enrollment through successful graduation & case closure processes.

  • Ensure the provision of quality service for project target beneficiaries based on each individual household’s case plan and needs identified for Support Groups (SGs). S/he needs to make sure that service delivery is as per the project standards.

Job Requirements

Education/Training:

  • BSc Degree in Public Health or Nursing from a recognized university.

Experience:

  • Minimum of 2 years of progressively responsible professional experience in HIV testing, adherence and retention to treatment with demonstrated expertise in comprehensive HIV services delivery in the Ethiopian primary health care system.

Technical and Other Skills:

  • Experience providing HIV testing and counselling service at facility and community level.

  • Training in Adherence Counseling, Couple Counseling and Community HIV counseling. Up to date with latest developments in HIV Differentiated Service Delivery Models is preferable.

  • Experience on previous CHCT programs providing testing services is highly preferable.

  • Demonstrated ability to provide clear and concise service delivery reports.

  • Experience with PEPFAR/USAID funded HIV/AIDS programs.

  • Excellent analytical, oral and report writing skills.

  • Strong organizing, planning, and prioritizing skills.

  • Capacity to operate both as a team as well as individually.

  • Demonstrated exceptional coaching and mentoring ability.

  • Self-motivated with a strong work ethic.

  • Ability to travel up to 30-40% of the time.
