The Activity focuses on enhancing multisector coordination and accountability; improving nutrition practices and health-seeking behaviors; and strengthening delivery of quality nutrition services within USAID’s Feed the Future Zones of Influence.  

Job Summary

The Grants Manager will provide leadership in the overall technical and contractual management of a large portfolio of sub-partners and efficiently operating and maintaining an effective contracts portfolio management system. S/he will be responsible for managing and providing technical assistance for subrecipients related to a broad range of programmatic and administrative needs for effective programming.  Principal duties will include grant administration and professional / managerial support to ensure full compliance with donor rules and regulations. S/he will develop, manage and monitor all core partner sub-awards: conduct site visits and review sub-award documentation to ensure compliance with sub and prime award terms and conditions, and mitigate risk.

Accountabilities:

  • Provide leadership and oversight for grants and contracts management on the Ethiopia SBC project.

  • Manage and ensure compliance for all subrecipients.

  • Train and mentor relevant project staff on managing and monitoring subrecipients.

  • Oversee and support subrecipient start-up and close-out.

  • Ensure compliance with USG rules and regulations and FHI 360 policies and procedures.

  • Supervise and mentor the Grants & Contracts Management team on the SBC project.

  • Ensure that all subrecipients have adequate policies and procedures and are submitting timely and high-quality reports.

  • Ensure all subrecipients have sufficient funds to operate and manage pipelines to prevent overspending versus obligations.

  • Manage the subrecipient database.

  • Develop and manage subrecipient solicitation processes.

  • Manage subrecipient modifications, ensuring adequate analysis and documentation.

  • Work closely with the technical team and the M&E team to ensure integrated development and management of subrecipients.

  • Ensure consistent on-site and remote monitoring of subaward performance, including programmatic, technical, financial, contractual, and M&E aspects.

  • Conduct pre-award assessments for new subrecipients and develop special award conditions to address identified gaps and risks.

  • Ensure all new subrecipients are oriented and supported in meeting subrecipient requirements..

  • Mastery of donor (USG and non- USG) rules and regulations.

  • Considered a subject matter expert.

  • Effective customer management skills are essential to developing and growing critical business relationships within and outside of the organization.

  • Influential leadership skills to facilitate and support transitions to new systems at the unit level.

  • Highly articulate (compelling and persuasive) oral and written communication skills to convey complex business concepts and information both inside and outside of the organization.

  • Strong and effective ability to develop, articulate, and implement.

  • Good knowledge of strategic planning methodologies and practices.

Problem Solving & Impact:

  • Has very strong customer orientation and demonstrates service values.

  • Beyond complex issue analysis, highly developed crisis management skills are critical at this level.

  • Keen sense of judgment.

  • Expanded decision rights carry both positive and (potentially) negative impact on the unit and the organization.

Education:

  • Bachelor’s degree in business administration, Finance or another relevant field required, Master’s degree preferred.

Experience:

  • Minimum of 10 years’ combined experience in grants & contracts management and/or financial management, with at least 5 years’ experience specific to grants & contracts management.

  • Knowledge of USAID regulations and experience managing USAID projects.

  • Expertise in USG acquisition and assistance processes.

  • Experience working in a not-for-profit or non- governmental organization (NGO)

  • Experience working with international donors.

  • Prior supervisory or mentor experience preferred.

Typical Physical Demands:

  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

Technology to be Used:

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other handheld devices.

Travel Requirements:

  • Less than 10%
