GIZ- Internal/External Vacancy Announcement ‘#189/2023’
Contribution to the support of the agricultural productiveness in Ethiopia
Several projects in the cluster “Economic Transformation” are pooling their administrative and financial services in one Admin & Finance team that aims to deliver more efficient and professional services. All projects in the cluster have a common office building and need support in the area of Procurement and Contracts. The projects in the cluster jointly aim at enhancing productivity and supporting the growth of a robust and profitable economy to create more employment opportunities for young people in Ethiopia.
Contract Duration: October 31, 2024
A. Responsibilities
procurement of goods and services in the Cluster up to EUR 5,000 & 8,000 for goods and services, respectively + Tendering procedure
local consulting contracts for appraisers and consulting firms up to EUR 8,000 + Tendering procedures when applicable.
Construction & Architectural contracts up to Euro 3000
Supervise inventory including annual controlling of inventory process and reporting in coordination of finance team.
coordinating effectively with colleagues in Procurement, Contracts and Finance Officers at CO on behalf of the project in the Cluster.
contract follow up sheet for payments and advising Project Team Leaders in amending and finalizing contracts procurement according to CO procedure.
develop SOP for Projects in the Cluster.
close follow up for pending procurements with CO.
advisory service to the Cluster projects.
coordination of Cluster contracts processes in close coordination with Head of Admin and Finance.
maintaining proper B and E files in DMS
support the projects in preparation of GIZ annual audit mission (local and international).
The Procurement Professional for Goods and Contracts locally performs the following tasks:
Tasks
1.Procurement of Goods
The procurement of goods locally professional
procures materials and equipment locally, monitor markets, issues invitations to tender and processes orders in accordance with GIZ regulations for the projects in the Cluster.
enters and maintains data relevant for procurement goods and tenders accepts goods and ensures that the receipt is documented, and goods received checked appropriately.
enters purchase requisitions and confirmation of receipt of goods.
processes complaints
checks goods invoices, goods inwards receipts and other (delivery) papers and payment instruction
arranges for the safe transfer of goods to their destination.
notifies projects and programmes of delivery location and time.
processes cases of damage in transport [if any].
documents and files properly completed orders.
2.Procurement of Contracts
The procurement of contracts locally professional
receiving all the necessary documents from the requester in the Cluster, review, compliance, and completeness of the document (Service Request, ToR and CV or company profile] for contracts within the projects threshold + verify the documents for contracts above the threshold.
issuing invitation to Individual Appraisal or Consulting Firms for the financial offers
making sure of the price offered are in accordance with GIZ Fee Grid.
prepare contracts for all Projects in the Cluster within the project limit.
maintain a proper database for all contracts to Projects in the Cluster and report as required
follow up on contract period, payment and closing of contracts.
follow up and check if contracts are uploaded in GIZ Data Management System.
follow up all contracts concluded by CO and HQ maintain proper filing system.

Required qualifications, competences, and experience
Qualifications
BA in laws or business administration.
Professional Experience:
At least 5 years’ professional experience in a comparable position
Other Knowledge, additional competencies
outstanding knowledge of purchasing
very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
very good knowledge of English, ideally a knowledge of German
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
