The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Protection Family Links Field Officer 3 (PFL FO 3) based in Addis Ababa
Terms of Employment: Fixed term contract until December 2024 with possibility of extension based on budget availability.
PURPOSE
Under the supervision of the PFL Delegate in charge of cooperation with ERCS, the PFL FO carries out PFL activities in line with the guidelines and working procedures set by the delegation.
He/she will be mainly focused on cooperation with the ERCS (capacity building) and in charge of further developing and ensuring the follow up as well as the quality control of PFL cases in refugee camps in Ethiopia.
GENERAL DUTIES

Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Takes responsibility for their own professional learning and development.
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
The PFL FO is in charge of PFL Cooperation with ERCS PFL staff and volunteers to ensure the timely registration and follow up of PFL caseload in refugee settings. In collaboration with the PFL Delegate and PFL FO assign to Family links answers, the PFL FO ensures that cases are appropriately collected, with quality information and that the communication channels with ERCS HQ and ICRC are reinforced. S/he carries out regular trips to the field, namely to the main refugee camps in Ethiopia in Gambela, Benishangul-Gumuz, Somali, Amhara and Afar.
Cooperation with the ERCS (50%)
Contributes to the PFL Cooperation Strategy/PoA for Ethiopia, in close collaboration with the PFL Delegate and the Deputy ProtCo for PFL
Ensures a close coordination with the ERCS as well as RRS in relation to PFL activities
Collaborates with RRS to ensure refugee camp visit request, a smooth management of FT and caseload management
Ensures the proper implementation of the PFL Cooperation Strategy/PoA for Ethiopia in refugee setting
Monitors the progress towards achieving the objectives of the PFL Cooperation Strategy/PoA for Ethiopia in refugee setting
Provides analysis on ERCS PFL activities/reports and carries out necessary follow-up
Collaborates with relevant branch to conduct PFL refreshers to ERCS volunteers and social workers with the aim of reinforcing the PFL capacities of the ERCS
Carries-out joint PFL needs assessments at field level when required
Designs and carries out assessments of the ERCS PFL capacity
Accompanies the proper use of FLA by the ERCS and provides support (in collaboration with the PFL FO in charge of FLA) when needed
Provides technical support to the ERCS regarding PFL and supports the promotion of the inclusion of PFL
Ensuring ERCS compliance with data protection rules according to the Red Cross Movement policies and standards
Maintains regular contacts and a productive working relationship with the ERCS
Development, follow-up and quality control of the PFL caseload (40%)
Independently overseas the PFL caseload of ERCS/ICRC in refugee settings
Proposes individual case follow up and review
Supports ERCS in the identification, registration and follows-up of PFL cases in accordance with established criteria, guidelines, and workflows
Ensures a close coordination with the ERCS in relation to PFL
Participates in meetings, seminars, related to and prepares MoMs and reports accordingly
Prepares planning and follow-up of PFL files and cases (i.e. distribution and collection of RCMs, handling of tracing requests, follow-up of cases of unaccompanied and separated children) in accordance with the existing PFL criteria and guidelines.
Drafts plan for caseload management for UASC, Snapshot, Tracing and recontacting of enquirers
Develops and maintains a network of contacts working on PFL in refugee setting for referrals
Supports in the development and implementation of PFL trainings in refugee settings
Security assessment (10%)
Responsible for conducting RRP if needed
Is aware of the general (socio-political) situation before going to the field and keeps information up-to-date. Promptly shares the information accordingly with the PFL delegate and other concerned colleagues
Contribute to the environment analysis of the AoR where the refugee camp is situated.
Contributes to setting up / strengthening a network of relevant contacts for security/safety matters
In collaboration with Security officer, contacts relevant interlocutors to provides analysis on developments and potential security / safety impacts on ICRC staff & assets.
University degree in social sciences, anthropology, humanitarian assistance, humanitarian cooperation or related areas
Excellent command of English and Amharic (knowledge of local languages spoken in refugee camps is an asset – Nuer, Anuak, Tigrinya, Somali)
Good computer skills, including Microsoft Office Suite (Word, Excel)
minimum of 3 years of experience working in PFL or in another protection role, especially including interactions with affected communities and refugees
ICRC experience or within the Movement (ERCS, other National Society or the International Federation) is a strong asset
