Project Background
This Opportunity:
Palladium International, LLC is implementing the $250 Million, 8-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region. Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.
USAID CATALYZE Market Systems for Growth (MS4G) focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.
To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to enhance enterprises’ performance, product/service delivery, and inclusion. The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality.

Reporting and Supervision:
The Procurement and Logistics Assistant will report to the CATALYZE: MS4G Procurement and Logistics Specialist. The Procurement and Logistics Assistant is responsible for providing support in managing the flow of goods and materials between suppliers, warehouses, and office. S/he support and facilitates the Fleet Management activities. He/she works closely with other staff to ensure timely and efficient delivery of goods.
Specific responsibilities of MS4G Procurement and Logistics Assistant include, but are not limited to:
Coordinate and schedule delivery of goods and materials.
Prepare and process procurement documents.
Assist preparation of procurement plan for the purchase of equipment, services, and supplies
Assist in inventory management and tracking.
Ensure that all orders are tracked from point of planning till request and through the final receipt.
Participate in the joint verification of procured goods and equipment and ascertain the items to the technical specification and quantities requested.
Check that all assets are properly recorded and tagged.
Assist with Fleet Management as needed.
Ensure compliance with regulatory and safety requirements.
Ensure procurement tracker is updated.
Data entry of vehicle log sheets, prepare fuel and car summary reports, and payment requests.
Assist the Procurement and Logistics Specialist with tender preparation, bid committees, contracts’ issuance, monitoring, and payments.
Assist in producing and maintaining logistics tools and trackers.
Prepare asset and equipment hand over sheets to staff.
Ensure a proper archiving of records for administration, logistics, and procurement documents.
Assess the needs and oversee the installation of office equipment.
Handover sheets and monitoring for assets handed over to staff and consultants.
Scanning and filing of procurement and consultants’ files.
Assist monthly reports related to logistics and procurement are submitted on a monthly basis.
Assist in Issue RFQ, obtain quotes, prepare Summary Bid Analysis sheets, and present to authorize signatories for approval.
Assist in Issue Purchase Order (PO), service agreements, consultancy agreements, and other types of agreements in accordance with Palladium’s procurement guidelines and manual.
Other tasks as assigned by the Supervisor.

Key Competencies Required:
Strong communication, interpersonal, and technical skills.
Demonstrated intermediate computer skills in Microsoft Office Suite applications.
Fluent written/spoken English.
Team oriented and should have a good sense of humour.
Professional Expertise/Competencies Preferred:
A bachelor’s degree in supply chain management, Business Administration, or other related field relevant to the position requirements.
At least 3 years of work experience in procurement/operations/logistics; preferably on a USAID funded project.
Knowledge of USAID Rules and Regulation in particular the Federal Acquisition Regulation.
