Organization Background
JSI Research & Training Institute, Inc. (JSI) is a global nonprofit organization dedicated to improving the health of individuals and communities throughout the world. Founded in 1978, JSI collaborates with government agencies, the private sector, and local nonprofit and civil society organizations to identify and implement solutions to the most pressing public health and education challenges. Over the last 30 years, JSI has partnered with the government of Ethiopia and the Ministry of Health to improve health systems and primary healthcare (PHC) service delivery, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in excess of, reproductive, maternal, neonatal, child, and adolescent health and Nutrition (RMNCAH-N) services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
JSI works at every level of Ethiopia’s health system to support national commitment to health equity. We partner with the Federal Ministry of Health (MOH); donors, including the United States Agency for International Development (USAID), the Bill & Melinda Gates Foundation (BMGF), the Doris Duke Charitable Foundation, Children’s Investment Fund Foundation (CIFF), Gavi, MasterCard; and work across public and private sectors to help strengthen and transform the health system.
Projects Overview
Funded by the Bill & Melinda Gates Foundation (BMGF), JSI is implementing twin projects -improve PHC Service Delivery (IPHCSD) project and the Strengthening Service Delivery (SSD) project in nine regions of Ethiopia. JSI’s Improve Primary Health Care Service Delivery (IPHCSD) is a five-year project, launched in 2022, and co-implemented with Amref Health Africa, and operationalized with local partners and national organizations. IPHCSD aims to improve the efficacy of, and linkages between, PHC delivery platforms, including health posts, community health actors, health centers, primary hospitals and private facilities for improved reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAH-N) outcomes across Ethiopia. SSD, on the other hand is designed to improve the quality of downstream, supply-side integrated RMNCAH-N services at PHC levels, and supply in three high-impact areas- provider competencies, service delivery structures and processes required for high-quality care; and last-mile delivery of the supplies & commodities. JSI’s International, regional and local partners-Amref Health Africa, Engender Health, Think place, in Supply Health, Women and Children First UK (WCF), International Institute for PHC Ethiopia (IPHCE), Ethiopian Midwives Association and local universities and development associations are essential to these efforts.
Currently, with funding from Child Investment Fund Foundation (CIFF), we are also implementing the Electronics Community Health Information System (eCHIS) Scale-up for Health Extension Program Improvement is JSI’s another project. eCHIS is a five-year project that builds on the Government of Ethiopia’s efforts to leverage the power of digital technology to improve the coverage and quality of healthcare in Ethiopia. The eCHIS project digitizes existing community health manuals, tools, and service workflows, along with all reporting forms.
OVERVIEW OF THE POSITION
The Senior Finance Officer (SFO) is responsible for the financial management of the “Strengthening Service Delivery, and other projects. The SFO will work closely with the Finance & Operations Director, Finance Manager, Technical leads, and regional teams to create an integrated approach for the financial aspects of the program. The SFO will respond to all requests from central and regional teams related to the financial management of the Strengthening Service Delivery & other Projects. She/he will be responsible for ensuring that all financial systems and internal controls are in place and in line with donor rules and regulations, JSI policies and procedures and Government of Ethiopia's (GoE) laws. The SFO reports to the Finance Manager.
KEY DUTUES AND RESPONSIBILITIES
Responsible for the preparation of vouchers in QuickBooks, and preparation of checks & bank transfers for all project expenditures in the Addis office and entry of regional financial data into QuickBooks accounting system.
Ensure full implementation of JSI Research and Training Institute Inc. financial policies and procedures and compliance with donor requirements.
Review and check petty cash expenses replenishment request,
Review and check financial documents up on which training/meeting participant’s payments are done.
Review and check transport service providers invoice and its related vehicle log sheet before payments are done.
Be a key participant during preparation of work plan/Budget/ and work closely with the technical team, FM, Logistics team & FOD to prepare an updated costed work plan.
Travel to the project or training sites as necessary so as to support the program teams
Ensure that all expenses are supported by appropriate documentation as required by JSI policy and donor regulations and are allocated to the appropriate budget category
Conduct regular follow up on the petty cash fund to make sure the fund is used for the intended purpose only
In consultation with the FM and/or FOD, preparation of end of month bank reconciliation and processing of monthly payroll including withholding and payment of the necessary taxes to the authorities
Monitoring and analyzing employee & other advance accounts will be settled within the maximum of given dates.
In consultation with the FM and/or FOD, assist in the coordination of the year-end audit, preparations of monthly fund balance statements; oversee petty cash management, and preparation of monthly cash flow requests.
Coordinate the payment of per diem and other workshop/training related payments
Support the technical team, FM, FOD by providing historical data during the annual work plan and budget preparation processes.
Liaise with BOA and other third-party organizations in handling payments of training and workshop costs & timely advance clearances,
Collect all financial documents from BOA and other third-party organizations and make sure outstanding balances are timely cleared.
Maintain all projects financial files and ledgers according to JSI policy.
Process payments or bank transfers of grants after all the necessary documentations reviewed by FM and/or FOD.
Adhere to and promote JSI’s culture and values and uphold JSI’s standards related to fraud and ethics accountability and management.
Perform any other duties as allocated by supervisor which are in line with the general concept of this position.
Education, Experience and Skill
· Bachelor Degree in Accounting or related field of study,
· At least six years’ work experience in financial management and/or accounting experience in an NGO setting
· Demonstrated working experience with donor rules and regulations,
· Demonstrated good communication skills in English language
· Self-starter and proactive in working with all teams (technical, Home Office)
· Proficient in relevant computer applications and accounting software including QuickBooks
· Ability to juggle multiple tasks and willingness to take initiative
· Excellent interpersonal skills and ability to work as a team member
· Ability to travel up to 30% of the time
