POSITION DESCRIPTION:

CAST-Cambodia is a five-year project with the total budget of over US$17 million funded by the United State Department of Agriculture (USDA)’s Food for Progress. CAST-Cambodia aims to promote the commercialization and trade of aquaculture in Cambodia by improving aquaculture productivity and expanding trade for domestic and international markets. This aim will be achieved through increasing productivity of aquaculture operations, improving quality and accessibility of inputs (seed and feed), better market linkages, and enabling supporting environment (services, policy, financing). The project is implemented by the ASA/WISHH in partnership with WVI, KSU, Auburn University, RUA/CE SAIN, Agri-Master Co., Ltd, MAFF’s Fisheries Administration and other national and international partners targeting six provinces of Cambodia including Kandal, Kampong Cham, Kampong Thom, Siem Reap, Battambang, and Pursat.

This position will lead and oversee two components of the provision of Business Development Services (6) and provision on access to Financial Services (10) to market actors linked to the aquaculture value chains.  She/he will ensure the provision of capacity development, loan and capital assistance facility and technical assistance on input supply, value addition and micro processing activities from the perspective of business management, quality market-oriented standards and profitability seeking; including follow up of partnerships with finance institutions, development of local insurance services together with FORTE insurance and Syngenta.

MAJOR RESPONSIBILITIES

  • Provide leadership and implementation strategy to select and identify business service providers (BSP) and the selection process of new beneficiary participants for the project.

  • Develop training packages of Business Development Strategy (BDS) trainings oriented to SMEs in the aquaculture value chain.

  • Lead the delivery of technical expertise training to formal and informal SMEs on business management skills

  • Lead and manage the advertisement for EOI (Expression of Interest) for participating in the BAA (Broad Agency Announcement) process.

  • Determine and execute recruitment of technical consultant to support the project where required.

  • Lead and facilitate the provision of investment support to innovative SMEs in the aquaculture value chain;

  • Lead and facilitate the provision of verification visit for co-investment asset use, status, condition and monitoring on improvement, change or progress contributing from investment and develop stories/case studies 

  • Lead and facilitate the provision of technical assistance (STTA) for improved techniques, technologies and practices in the aquaculture value chain;

  • Lead and facilitate the provision of technical assistance loan support for value chain actor SMEs

  • Facilitate and coordinate partnership engagement and coordination on financial service and insurance for aquaculture SMEs

  • Lead and Coordinate with financial partner institutions to promote financial services and good accessible conditions for aquaculture sector participants together with establishing of TWG for financial services for aquaculture.

  • Lead and support local insurance providers to develop fish farmer insurance products.

  • Lead and support to project beneficiaries who will access loans and the Matching Grants scheme.

  • Lead and supervise the activities of 04 Technical Specialists: 01 Financial Management Specialist, 01 Business Management specialist, 01 SME Linkage Specialist and 01 Financial Service Specialist;

REQUIREMENTS:

As part of the World Vision Cambodia mandate requirements for new staff, all candidates who are offered jobs are required to produce a Local Police Clearance Certificate prior to the date of joining in the organization.

  • Bachelor or Master in Economics, Business Management, or development studies management

  • Certification/ training in Value Chain Development, International Business or International trade

  • At least 5 years programme management experience in a development organization/ Similar Job Profile

  • At least 3 years of experience in a senior NGO management role in a developing context

  • Previous experience working in Cambodia or SE Asia, and/or experience working in World Vision.

  • Demonstrated experience in programme or project design, implementation, monitoring, evaluation, and report writing.

  • Has initiated & implemented significant organizational change

  • Experience in representation to government, donors & UN agencies

  • Excellent relational skills, especially in a cross-cultural environment.

  • Ability to analyze and solve problems, innovate, persuade, network, and negotiate

  • Programming knowledge of a specific WV ministry sector

  • Strong strategic and operational planning skills and ability to prioritize and handle multiple tasks

  • Estimated 40% time traveling to the field.
