Job Description
Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more) because he/she works at the community level. The role holder should be well acquainted with and act towards ensuring the organization’s Child Safeguarding Policy inclusive of awareness creation for prevention, reporting, and responding
ROLE PURPOSE: The Livelihood Project Coordinator is principally responsible to supervise the targeted project interventions specifically livelihood and food security components, provides technical support to officers and partners including about the project implementation and quality assurance. S/H will provide technical assistance for livelihood project activities and responsible in coordination and partnership with actors involved in livelihood related activities in refugee and host community. The job holder will be primarily responsible to implement the program activities refugee and host comminute, provides continues technical support, training, coaching and improve the project staff/team performance.
S/he will also be responsible to support project planning and coordination in regional/woreda project activities and ensures active involvement of communication with project participants, communities and partners for smooth and successful implementation of project components as per approved project document; and government and donor requirements and standards. Under the mentorship, technical and administrative guidance of the Field Office Manager, s/he will also actively participate in, and strengthen, multi-sectoral coordination among the various relevant sectors focusing on economic and social empowerment sector and other livelihood interventions.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Project management, Partnerships and Representations
Coordinate, supervise, and provide technical assistance for proper planning and implementation of Livelihood projects in the assigned interventions
Provide technical support including training to project staffs, stakeholders and direct beneficiaries focusing on life skill for success, business management, women economic empowerment and child safeguarding
Establishes support and partnerships with local actors and small business owners to improve livelihoods and increased nutritional value through demonstrations nutrition sensitive agricultural and other livelihood activities.
Ensure Project officers and technical local stakeholders engage in community mobilization, need identification, planning and effective implementation of program activities.
Ensure feedbacks are gathered from participants and beneficiaries on the livelihood intervention manual preparation, & promote economic empowerment of young mothers, and care giver based on the project objectives.
Establish Regional/ refugee/woreda level linkages and partnerships with private sectors, MFIs, RRS, UNHCR, GOs, NGOs, and TVETs and maintain existing partnerships.
Provide technical backup along with close coaching and mentoring support to enable Life Skills, technical skill & other empowerment trainers to work effectively in the implementation of the all millstone activities.
Organize target group in Self Help Groups, and provide basic business development support to organized SHGs and individuals
Maintain and create good relationship and collaboration with government offices, RRS and UNHCR and other actors in the region.
Produce regional level project plans & reports are good quality, regularly updated and timely produced and communicated to all stakeholders.
Organize periodic (Quarterly, BI-Annually) review meetings involving all relevant SHs (including project staff, support functions and partners) to assess all project management documents and evaluate if project is being implemented on time, achieving results and quality.
Facilitate and coordinate the components of youth workspace development activities, like facilitate trainings, provide coaching and organized mentorship for young women in business
Facilitate the active participation of and building trust with communities and other stakeholders and work closely with TVET, youth association, private sectors, training institute and Financial Institutions.
Communicate effectively with program staff and partners to identify needs and develop alternatives business solutions.
In collaboration with RRS, woreda agriculture office, the field team develop detail implementation plan for the project.
Ensure procurements specified in the project documents are planned, requested, purchased and delivered on a timely manner
Develop monthly plan with project team and conduct regular meetings to review progress
Provide monthly update on project progress and flag any concerns in a timely manner for FOM
Manage all activities, resources and assets for the projects under supervision
Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints
Prepare periodic reports on the implementation of project activities as per the requirements of SCI, regional and specific project donor
Closely work with the PDQ Health team to assure implementation quality
Integrate with other project thematic through joint planning, review performance and sharing lessons
Develop project briefs, which document the project learnings and results
Ensure that strategies for phasing out are taken care of during implementation; and project close outs are properly planned and executed
Closely work with RRS, RHB, Zonal and Woreda Agriculture Offices for the smooth implementation of the project and for ensuring project sustainability
Leads project activity and budget revisions, prepares justification for request of amendments in keeping with donor regulations and procedures, closely working with the relevant award team to ensure timely action
Ensuring project quality implementation using quality bench mark
Budget management
Prepare phased budget based on approved project operation plan (POP)
Manage budgets, including monthly review of budget variance analysis, identification of wrong charges and required actions to address/ correct them
Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure
Prepare/Review and submit for FOM timely donor reports, including development/review and verification of both narrative and financial reports and confirmation of accuracy and consistency between narrative and financial reports.
Closely work with the finance team to efficiently monitor and track burn rates, reporting and financial compliance issues
Staff Management
Develop performance objectives and development plan for program officer under supervision
Establish a system for, communication, follow up, ensuring regular reporting and development of project staff
Ensure project officer understood his/her responsibilities and how their contribution feeds into the overall project objective
Organize regular review meetings to review progress, identify issues and solve them
Develop and assesses the performance of his/her self and program officer by D2P in timely manner
Monitoring, evaluation and quality assurance
In collaboration and coordination with MEAL, and PDQ FSL team facilitate/conduct Joint project support, assess the project against quality bench mark and conduct project base line and end line
In coordination with and support from relevant MEAL staff, design results based monitoring and evaluation process for the project
Monitor and systematically document project results implementation lessons, best practices and innovations for the project under supervision; and share lessons, best practices and innovations with PDQ FSL team to inform program development
Conduct regular supportive and joint supportive supervisions to project sites with project team and respective government partners
Facilitates visits to donors, members and others as necessary

Minimum BA degree in preferable in fields such as social work, economics, agro-economic/ agribusiness, Agriculture, business management, and related courses
Min of 6 years of relevant progressive experience, out of which 4 years in Livelihood program positions with practical experiences in economic strengthen, entrepreneurship, nutrition sensitive agriculture and Market system development
Experience of working with livelihoods development programs in refugee and host community context
Good written and spoken English
Excellent communication and interpersonal skills with private sectors, communities, government structure, existing NGOs…etc
Good team player and open for new ideas and learning
Good report writing skill, able to collect, document and share program records and information
Experiences of working in INGOs, Communities at grass root level, local training institutes are advantageous
Knowledge of computer applications
Ability and willingness to travel and work in rural areas where the program is implemented, within approved security frameworks
Desired
Experience conducting trainings, training of trainers, and organizational capacity building especially in life skill, business development and organizing youth in formal and informal groups.
Knowledge and learning ability to integrate gender issues in livelihood interventions
Strong ability to work collaboratively with various organizations and stakeholders in Refugee and Host community.
Experience working with private sector, government agencies and beneficiaries on livelihoods programs.
Ability to travel throughout the focus region including refugee areas as needed.

Proven project technical field staff management skill with professional certificate in project management is an added advantage.
Ability to manage complex and demanding workload.
Experience in NGO setup.
Experience working in the region and understanding of local context is a plus.
