Security Manager - USAID Ethiopia Climate Resilient WASH Activity | RTI International

Program Description:
The purpose of the five-year USAID Climate Resilient (CR) Water, Sanitation and Hygiene (WASH) Activity is to support accelerated access to inclusive and resilient WASH services targeting lowlands areas.
The Activity will be based in Ethiopia and target the lowland areas of Afar, Oromia, Somali, and Southern Nations, Nationalities and Peoples Region (SNNPR).
The Activity will work to fulfill this purpose through four complementary intermediate results:
Professionalize and expand climate-resilient water services;
Increase sustainable access to and use of sanitation and hygiene products and services, including for menstrual health and hygiene;
Improve gender power dynamics;
Strengthen the enabling environment for climate-resilient water and sanitation services.
Position Description:
RTI is seeking a Security Manager to for the recently awarded USAID CR WASH Activity in Ethiopia. The Security Manager will manage, organize, schedule, and efficiently execute all activities related to security oversight. This position is responsible for performing a variety of duties to ensure the security of staff, buildings, and grounds. They will lead the response to emergency situations as necessary.
This position will be based in Addis Ababa, Ethiopia and will report to the Finance and Operations Director.
Responsibilities
Maintain oversight of the security issues affecting areas where the project works.
Keep project teams updated with any security concerns.
Register with the Overseas Security Advisory Council (OSAC) and Partner Liaison Security Office (PLSO) and share relevant information/reporting with the project team.
Liaise with the Regional Security Manager on issues related to security in Ethiopia.
Ensure the project phone tree is kept updated and test every quarter.
Work with the field teams to address any security concerns.
Ensure the field teams are aware of procedure should a requirement to rest in place/evacuate arises and what that means for everyone.
Brief any short-term technical assistance (STTA) arriving in-country of security issues.
Maintain a list of suitable accommodation options in each field office location.
Devise a Journey Management Plan (JMP) with the Regional Security Manager and ensure it is implemented across the project.
Work closely with project drivers to ensure they are well supported.
Support logistics tasks as needed.
Support travel of RTI’s staff and consultants as needed.
Perform other duties as assigned.
Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.
Five years of experience designing and successfully implementing security strategies and assisting with security for events.
Attention to detail and accuracy.
Excellent coordination and organizational skills.
Excellent communication and interpersonal skills and the ability to work in a team environment as well as independently.
Strong writing and communications skills in English; proficiency in one or more local languages strongly preferred.
Experience in the Lowland regions of Ethiopia preferred.
Ability to travel and work throughout Ethiopia.
