The Opportunity
The purpose of the position is to ensure that all financial transactions of the WAA Activities will be captured in the system before the SAP closing in each month; and facilitate training and workshop payments to the participants. Accordingly, the position holder is responsible for coordinating and facilitating all WWA training and workshop payments in line with the donor and PIE compliance policy. The finance assistant is closely working with the WWA finance and operations lead and the program area finance department. He/she works with trustworthiness and integrity and has a clear commitment to the Plan’s core values and humanitarian principles. In addition, the finance assistant will support USAID WWA Adama IP team in handling GRN for the goods, materials, equipment and services procured at Adama and Addis Abeba level to smoothly facilitate issue and receiving notes and closely work with program area supply chain team to ensure integration and team work across function.
Accountabilities and Main Work Activities
Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/his responsibility against the accountability matrix.
Training and workshop payment facilitation in line with Donor & PIE Policies and Procedures (65%)
Assist CO-based and Oromia program area WWA staff on travel advance requests and settlement process.
Facilitate and effect payment for training and workshop participants
Assist on requests for VAT reimbursement with USAID per the established procedure.
Prepare check payments/bank transfers for advances approved by the budget holders and supported by the necessary documents.
Write and issue checks to the name of authorized payee/vendors.
Prepare payment vouchers, cash receipts vouchers, and make journal entries after securing the necessary supporting documentation and follow PIE policies and procedures
Facilitate all transfers to suppliers, partners, and other stakeholders as required.
Ensure all WWA Financial documents are kept properly in the program area.
Provide administrative support during budget preparation
Process invoices and follow up with clients, suppliers, and partners as needed
Avail all cash requests of the WWA team and pay without any significant delay to the intended purpose as per the approval from the program manager.
Support and Gap-fill (35%)
Support actively on the engagement of WWA activities: rapid assessments, operational setup and different studies etc.
Provide gap-filling at other WWA implementation areas or IPs.
Travel to other WWA implementation areas for support and compliance monitoring.
Support effectively in the WWA annual work plan and team-building exercise
Assistant capacity-building training on policies, procedures, systems, and processes
Take part and contribute to the identification, assessment, capacity building & support, monitoring, and coordination of partners or small business
Provide technical support to other departments on compliance issues
Provide support for the follow-up and implementation of audit actions
Handle GRN for the goods, materials, equipment and services procured at Adama and Addis Abeba level to smoothly facilitate issue and receiving notes
Perform any other relevant assignments given by the supervisor
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
Qualifications/Experience Essential:
A minimum of BA degree in Accounting/Business Management & related fields.
Minimum of 2 years of relevant experience.
Ability to initiate and organize work while establishing priorities in a fast-paced, time-sensitive environment to meet deadlines with attention to detail;
Ability to develop strong trusting relationships in order to gain support and achieve results;
Ability to manage multiple conflicting priorities;
Ability to be flexible and interpersonal skills to interact with employees at all levels;
Strong office and organizational skills.
Ability to travel as required;
Proficiency with MS Office Suite (Word, Excel, PowerPoint, and Outlook
Experience working on USAID funded activity
Qualifications/Experience Desirable:
Strong negotiating skills.
Good interpersonal skills.
Able to work with minimum supervision
Additional working experience from an international humanitarian and development organizations is a plus
Languages Required
Fluency in English language is essential
Knowledge and all skills (Writing, reading, Listening & Speaking) of local languages (Afan Oromo and Amharic) is a desirable
