Job Description
German Leprosy and TB Relief Association Ethiopia (GLRA-Ethiopia) is a non-profit international NGO working in the field of TB, Leprosy and other NTDs as well as on Humanitarian aid and Socio-economic rehabilitation and research. With funding received from EHF-OCHA, German Leprosy and TB Relief Association (GLRA) will implement a 12-month project by focusing on improving access and coverage of quality lifesaving Humanitarian response through a multi-sectoral approach in the existing government structure to deliver health and nutrition service, Multipurpose cash (MPC),) and providing psychosocial support in Limu Woreda. The project will strengthen the capacity of government routine Health service delivery, Acute malnutrition prevention and treatment, and build the knowledge of healthcare providers on the delivery of maternal health, and child health including Immunization, mental health, and psychosocial to ensure the continuity and sustainability of these vital services for IDP returnees.
For this project we are looking for experienced professional who will involve in implementation of health related project activities in limu woreda.
Job Summary:
Under the direct supervision of Project Manager, the Project Officer is responsible to the overall project intervention in the region/zone and is accountable to the delivery of set results in health thematic area . S/he engage in the project planning, implementation, reporting, and provide technical support to partner project assistant; the target zonal/ woredas, HFs and communities. S/he works with M&E team to coordinate the monitoring and evaluation activities of projects and participates in best lesson, knowledge management, and concept note development and ensures the quality of the project intervention. Provision of primary health care services and lead the management of the Mobile Health and Nutrition Team (MHNT) in collaboration with Nutrition and cash distribution officer as a key component of the position holder.
SCOPE OF ROLE

Project Implementation
Lead and oversee the overall project implementation and provide technical backup support to Health workers/HEWs and partners in all PHC service delivery related technical areas
Prepare periodical activity and budget plans and submit to project manager with the required format
Engage in the project implementation work and ensure results are delivered as per set plan
Prepare monthly, quarterly and annual project procurement plans with other staff and raise purchase requisition
Compile and submit periodic internal, government and donor reports: monitor and report on relevant activities and outcome/impact and submit to M &E and project manager
Provide technical assistance to health care providers in accomplishing planned activities
Conduct regular meeting with project team and government and other relevant stakeholders
Organize and facilitate project relevant workshops, trainings, post training-follow up, mentorship and coaching
Facilitate, participate and represent GLRA/the project in meeting and workshops to ensure strong partnership and collaboration at all level
Participate in the development of program/primary health care service delivery/ intervention model/manual
In collaboration with project staffs boost the quality implementation of the project activities as per the project objectives and operational plans.
Coordinate and conduct integrated/joint supportive supervision to HC-HP and communities and document findings and recommendations of field visits for follow-up action.
Provide essential lifesaving PHC services to IDPs returnee/collective centers/hard-to-reach areas/any place where MHNT was established.
Conduct all activities planned for MHNT.
Conduct capacity-building interventions for HEWs/HWs and community health workers and community mobilization activities with key Health messages,
Provide different pieces of training and workshops as per the plan.
Perform all necessary actions to ensure the smooth functioning of mobile health and nutrition activities.
Support the MHNT in mobilization of communities and ensure that MHNT intervention is in accordance with the MHNT guideline.
Support Woreda the health office in strengthening the surveillance system.
Any other task assigned by his/her supervisor (project manager).
Monitoring and Evaluations
Monitor the implementation of project activities on continuous basis and take feasible corrective actions based on the findings
Work with M&E team and provide support on the baseline, midterm and final lesson learnt
Provide support on effective program activities data analysis and use at health facility and woreda levels
Collaborate with other organizations and projects/programs to ensure synergy, sharing of technical resources, learning and mutual support
Ensure supportive supervision visits, review meetings and related forums feedback is applied for continuous improvement in PHC service delivery interventions
Knowledge management
Develop and document best practices, lessons, case stories, work films and pictures properly
Strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level
Duty station: East Wollega, Limu Woreda
Type of employment: Fixed term for 1 years
Salary: As per the approved project budget
REPORTING: To Project Manager
BSc/HO in Public Health or post-graduate degree in public health, Nursing and related field with a minimum of four years’ years’ work experience preferably in NGO experience in MHNT setups, and PHC/RMNCH/IMNC
Trainings in Project Management, Monitoring and Evaluation, Database management etc. is preferred
Skills and Experience Requirements
Minimum of 5-year relevant experience on Primary Health Care Service delivery
Knowledge and experience on Ethiopia Primary Health Care System,
Expertise in identifying and adapting best practices and success stories
Experience of working in the duty station and Knowledge of local language Afan Oromo
Ability to establish a strong relationship with government, community and other partners in the project operational areas
Excellent communication and interpersonal skills required
Excellent computer skills including Microsoft office applications (word, excel and PowerPoint) and navigating the internet
The candidate must have strong analytical, problem solving, negotiation and networking skills.
Should be a team player and comfortable to receive instructions.
Experienced in developing quality plans and reports
Prior NGO experience is desirable
