GIZ LaGo II The Technical Cooperation module aims to create the conditions necessary for land consolidation procedures through capacity development at government agencies at regional and national level as well as in the private sector.
A. Responsibilities
The Finance Officer is responsible for:
Smooth functioning of financial administration in line with GIZ standard procedures, and compliance policy.
Effective coordination within the project/ remote office/ Country office and partner organisations.
Management of cash flow in the project and from the bank.
Oversee inventory control, using the WINPACCS asset software and handover documents to the partner organization.
Within this context, s/he fulfils the following tasks:
Finance Management:
B. Tasks
Responsible for banking matters and all bank account operations.
Carries out accounting procedures using WINPACCS accounting software and prepares monthly/journals/ balance sheets/ bank reconciliation statements and all other documents according to the GIZ policy.
Ensures that all cash vouchers and any other relevant documents are signed.
Updates the cashbook daily.
Sends cash closing documents to the GIZ office according to the schedule.
Monitors account payables/receivables and gives monthly feedback to the project.
Responsible for creditors and debitors administration including local subsidies and local contracts.
Prepare transfer slips and/or bank documents.
Arranges and facilitates monthly payments-local and foreign currency related transactions.
Manages and process use of project materials and invoicing.
Manages fund requirement and transfer requests.
Internal Control:
Reviews classification of all vouchers/receipts according to completeness and to cost centres/costs category/legal as sent by the project and corrects them accordingly in timely manner.
Provides advice and guidance in finance matters to project staff and in cluster if required.
Manages internal control based on GIZ’s Internal control manual.
Is involved in annual IK-schedule and reports.
General duties:
Immediately reports all problems involving finance and regulations, or compliance.
Maintains office inventory records and respective documents, keep in order inventory files, keep in office stock inventory materials. Report following the deadlines.
Processes claims for travel expense, using the CONCUR software.
Maintains filing for financial section and keeps information confidential.
Support with the event management, going to the fields if required
Supports Finance and Administration team as assigned by the Supervisor.
Other duties/ Additional tasks:
Assists in and/or carries out other project activities and tasks as assigned.
Backstops project Finance and Administration team during the annual leave/ absence.
All other tasked as assigned by the supervisor.
Qualifications
Minimum of Diploma or BA Degree in Accounting or Finance Management or a related field.
Experience with IT -based accounting programs.
Professional experience:
Minimum of 7 years' work experience in a similar environment.
Experience of working in a fast-paced environment.
Other knowledge, additional competences:
Excellent command of MS-Office
previous expertise with EU co-financing is an advantage.
Good command of English.
