The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles. The IFRC Country Cluster Delegation (CCD) for Ethiopia and Djibouti based in Addis Ababa, Ethiopia supports the Ethiopian Red Cross (ERCS) and Djibouti Red Crescent (DJRC) with response operations and longer term developmental and capacity strengthening assistance. Under the direction and supervision of the CCD Head of Delegation, the Disaster Management Delegate will support CCD coordinator of programs and operations in the implementation of these priorities. The DRM Delegate will provide technical support and guidance to National Societies under Addis Cluster Delegation by enhancing their capacity in disaster and crisis prevention, response, and recovery; as well as implement other key thematic/programmatic areas. The role will consistence and harmonized support to NSs in scaling up quality and coverage of disaster risk reduction, climate change adaptation programming, including green response. The incumbent will be responsible for strengthening NSs’ institutional preparedness, including the promotion of IFRC initiatives such as the Preparedness for Job Description Intern al effective response (PER) and IFRC preparedness mechanisms such as the Forecast Based Financing, in addition to contingency planning and response operation capacity (readiness to respond). The role holder will ensure that the IFRC’s disaster response strategies, standards, approaches, protocols and tools are widely disseminated, understood and practiced in National Societies own context. The Disaster Risk Management (DRM) delegate will promote coordination, sharing of information and learning through the RC/RC Sub-regional network by leveraging the capacity of the Federation-wide system in support of National Societies.
Strategy and Programme support • Support and strengthen the Federation’s work to National Societies in promoting a holistic and integrated approach to disaster risk management in line with the Federation’s frameworks, strategies and approaches for community safety and resilience. • Promote Long term strategic approaches towards the Pan Africa Initiatives as well as Climate Change Adaptation/Mitigation, including Green Response, urban resilience, recovery, migration programming, while promoting cash transfer programming and ensuring the mainstream of Protection Gender and Inclusion (PGI) as well as Community Engagement and Accountability (CEA) principles and mechanism. • Promote cross-border coordination and collaboration amongst the NSs, including peers’ initiatives. • Provide technical support to NSs to strengthen their Disaster Management capacity in line with Federation-wide and cluster policies and strategies. • Support an active role in creating country specific and sub-regional partnerships among Movement partners and between Movement partners and external stakeholders. • Participate in Humanitarian coordination forums and ensure the continuity of the Movement partners mechanism of participation in sectorial meetings. Policy, advocacy, and Standards • Promote the IFRC's policies, frameworks, standards, tools, methodologies, systems, and procedures. • Contribute to upholding IFRC policies, procedures and management system within the CCD and support their compliance, improvement, and review as necessary. • Support and guide the implementation of IFRC’s strategic goals, initiatives and commitments including the agenda for renewal and pan African initiatives in programmatic processes. • Support the NSs and the Secretariat to engage in the national, and in the cluster countries policy dialogues such as any relevant National Platforms within the CCD. • Advise, support, and promote the mainstreaming of crosscutting issues such as Protection, Gender, and Inclusion (PGI), Community Engagement and Accountability (CEA) into the NS programmes. • Support and advise NSs’ management, project/team managers, in analyzing trends, risks and conditions for managing projects and delivering services: resource, budget and project management; risk and benefit realization management; and change management and learning. Operations technical support and Oversight on: • Support on the development and designing of NS long term preparedness and recovery plan. • Support in the development and monitoring of the work plans and reporting. • Provide an oversight on geographical targeting with full recognition of the NS priorities, architecture, governance and management structures, and operating norms. • Provide support on good programming quality norms including Minimum Standards, response options, CEA, Protection, gender and inclusion, Do No Harm, and support to future National society resilience and development. Preparedness for Effective Response • Promote preparedness for effective response (PER) approach and tools. • Strengthen Organizational readiness (NS/Federation) through the promotion of trainings on Enhanced Vulnerability and Capacity Assessment (EVCAs), Early Warning Early Action (EWEA) and the adoption of Hazard mapping and multi-hazard preparedness measures. • Promote the Forecast Based Financing (FbF) mechanism and accompany NSs in the elaboration and revision of protocols. • Support and promote Cash Based Intervention (CBI) guidelines and SoPs to national societies context. • Undertake discussions with stakeholders for the prepositioning of preparedness stocks at strategic locations. Support the development of NS contingency plans. • Support NS in strengthening their operational capacities to respond to disasters.
• Support to Disaster Response Operations • Monitor ongoing, imminent, and potential future disasters and crisis and provide regular feedback on trend analysis to the coordinator programs and operations and Head of CCDs. • Undertake the role of operations manager for any new DREF and Emergency Appeal operations to ensure lead and business continuity until full time Surge / Operations Manager is hired /assigned. • Ensure support to Surge and Operation managers at NS and in close collaboration with the Cluster coordinator of programs and operations. • Assist in Coordination on programmatic aspects of the transition from relief to recovery to resilience building. Strengthen the Community Engagement and Accountability (CEA) • Leads the operationalization of the Movement minimum actions and commitment, policies, and guidelines relevant to CEA and ensures the roll out and adaptation of CEA tools, methodologies, trainings and activities. • Support NSs to designs, plans, and coordinates community engagement assessments and guide intersectoral work towards collecting insights on socio-cultural and contextual factors that can inform planning and guide community engagement efforts. • Support NSs to define plan and strategy to mainstream CEA effectively into the operation and to meet the specific needs of affected people and ensure their participation, including setting up the appropriate feedback mechanisms. • Oversees the rolling out of CEA approaches across the operations and makes recommendations on operational strategies to ensure strengthened engagement of and accountability to people and communities. • Guides coordination efforts across the Movement components and supports inter-agency coordination with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of community engagement actions, including the rolling out of technological solutions and innovative approaches Coordination, Cooperation and Networking: • Ensure continued DRM collaboration with Movement partners in the cluster. • Participate in coordination meeting with stakeholders (RCRC, Sectoral coordination). • Strengthen the collaboration with relevant levels of government agencies and other non-Movement actors including UN and governmental bodies to inform and participate in preparedness and response strategies. • Liaise the NS in the cluster with IFRC technical sector leads for technical support / RC-Net and other sub-regional groups to foster their DRM plans of action. • Coordinate with the NS relevant levels, and stakeholders to facilitate the operation team in assessment, planning, reporting, and evaluation. • Follow up with the calendar of disasters and crisis related events and participate in meetings, forums, conferences, and workshops as deemed relevant to promote IFRC position on DRM. Ensure adequate communication and coordination with other stakeholders Financial Management • Ensure optimum efficiency of donor funds, effective budgeting and financial controls, transfers, and maintenance of compliance. • Support the Coordinator of programs and operations ensuring expenditures charged to their cost-Centre or project are appropriately authorized, allocated and correctly stated. Programme planning monitoring, reporting and evaluation • Facilitate accurate and timely reports for the Federation and for donors per approved PMER Procedures and related guidelines. • Develop plans as well as budgets based on expected outputs, ensuring close monitoring of activities and disbursements as per pledges and donors’ requirements. • Work closely with CCD coordinator of programs and operations, IFRC regional counterparts to ensure effective communication and reporting mechanisms. • Resource Mobilization: Support the CCD in resource mobilization and fund-raising capacity;
University degree and professional qualification in disaster risk management, business administration, project management, or equivalent is required-Required Basic Delegate Training Course or IMPACT, ENAP, FACT, ERU or RDRT Training or equivalent knowledge-Required
Ability to work in a cross-cultural and cross functional environment-Required. Familiarity with current standards and guidelines for humanitarian emergency response, including Sphere and the Core Humanitarian Standards.- Required. Experience in program level strategic planning, coordination, and transition, and exit of post disaster recovery support to National Societies.- Required. Experience in qualitative assessment and response analysis, participatory planning methods, monitoring and evaluation- Required. Knowledge and understanding of EVCA, CEA and participatory planning- Required.
