This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stageTEAM PURPOSE:To manage and execute Oxfam's WASH activities through strategic partnership management, programmer planning, and management, administrative support, staff management, implement, review & support the delivery of PHE component as part of OGB cholera emergency preparedness/response programme in Tigray Region, Southern Zone, but also contributing to the wider Oxfam Ethiopia Programme.JOB PURPOSE:To provide technical support on water sanitation Engineering (PHE) programme ensuring quality, community-based intervention that considers sustainable coping crisis affected communities to create better awareness in Water, hygiene and sanitation. Particularly, the work requires providing and/or supervising the provision of technical support and assistance in close coordination with PHP team and ensuring community participation and integration with EFSL, Gender and protection. 
POST HOLDER REPORTS TOWASH Team LeaderJOBS REPORTING TO THIS POSTNoneBUDGET RESPONSIBILITYNo KEY RESPONSIBILITIES· Plan, Prepare, and design of WASH infrastructure construction with detail take off sheet, BOQ and technical drawing.Implement and supervise the Public Health engineering activities in the project area in interactive and participatory manner.Ongoing monitoring and evaluation of construction of WASH infrastructure and take measurable action.Undertake onsite construction management, contractor and construction work control in quality and quantity.Payment preparation for revision with all requirements for payment request.Under the guidance of the PHE & PHP officer and WASH technical team leader, take part in water, sanitation and hygiene needs assessments.Work with the community, IDPs and local administration, to ensure that the public health needs of WASH facilities for the population are met.Manage mobilization of the community to promote hygiene practices, public sanitation, with more emphasis on monitoring latrine use, water collection/storage, environmental sanitation, and hand washing practices.Co –facilitate community problem identification, planning (formulation of action plans, MOUs, hand over), implementation of community activities, participatory monitoring and evaluation, using community mobilisation, sensitization techniques.Work closely with IDP community-based institutions (such as WASH Co), community health volunteers, RCC and local level government officials, undertake community (men, women, children) mobilisation and their capacity building on quality WASH servicesBe involved in designing and delivering training for implementing partners and community (WASH Co, operation, and maintenance technicians). Or supervise the trainings given by regional and district government partners.Undertake field visits to supervise and assist in implementation of the activities and take appropriate measures to tackle operation problems affecting the implementation processes and quality of the intervention.Ensure that work is carried out in a way that is sensitive to the community needs and gender issues.Promote full and equal participation of women in all aspect of the work and to ensure that Oxfam’s programme is an opportunity for community cohesion and harmony rather than division.Provide inputs and participate in the collection, completion of weekly, monthly and project end reports where necessary, relating to progress made on WASH, with focus on objectives, obstacles, and possible solutions, together with future plans and recommendations where necessary.Carry out water quality analysis, disinfection, and report accordingly.Collaborate with other WASH team members, and MEAL colleagues to support the development of creative and holistic approaches to WASH programming.Support WASH team to ensure adherence to minimum standards of technical quality in all WASH related activities and interventionsEnsure that all construction work, such as latrines, and water works meet Oxfam standards and assist in ensuring that contractors and community members work to the required timescale and qualities.To report verbally and in writing to the PHP HSP as requested.In case of emergency response, undertake additional responsibilities related to respective functions

SKILS, Experience, Knowledge & Competencies Essential 

Job requirements

Degree/ Diploma in public health Engineering, hydraulic engineering, water supply and water resource engineering, Civil Engineering / related from a recognized academic institution. Appropriate, relevant, and comprehensive experience in the field of WASH may substitute for the formal qualifications and not vice versa.2-3 years of experience in undertaking community based Public Health engineering, construction, WASH projects within the emergency response. Demonstrated hands on expertise of various techniques of WASH infrastructure construction, management, monitoring, operation, and maintenance of WASH service. Experience in developing appropriate training material & strong training skills Knowledge and expertise in undertaking/ administering community-based interventions using community participatory methodologies (CHAST, CLTSH, PHAST etc.) and enhancing the sustainability of the implemented technologies Fluent English and other local language are an asset Good understanding of software (AutoCAD, Archi cad, water cad, GIS, GPS, epanet) are mandatory. Be willing to live and work in remote field conditions or locations with minimal camping requirements. Experience in working with local partners including government authorities, NGOs, community-based organizations. Demonstrable experience of integrating gender and diversity into emergency response programmes and longer-term strategies. Good communication and interpersonal skills.  Sensitivity to cultural differences and the ability to work in a variety of different cultural contexts.  Knowledge of and commitment to humanitarian principles (NGO/ Red Cross Code of Conduct) and with the Sphere Humanitarian Charter minimum standards.
