Job Description

Children Believe Fund (CBF) is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs that focus on, health & nutrition, WASH, education, early childhood development, child protection sustainable livelihood development, disaster risk reduction and gender equality in different parts of Ethiopia. 

Currently Children Believe Fund wants to hire one Finance Officer for nutrition focused new project titled Championing Health and Gender Equality (CHANGE) to be implemented in North Wollo Zone of Amhara National Regional State, Ethiopia

The Finance Officer is responsible for preparing detailed financial plans of the project, implementing the plans for the control, monitoring and reporting of financial operations and management including preparing financial statements, a timely and accurate processing of all accounting transactions, maintaining cash controls, preparing the payroll and personnel administration, maintaining accounts payable, validation of receipts, vouchers and financial data, and preparing financial reports, facilitating procurement and general services including transport/logistics, and maintenance.

Key responsibilities include but not limited to: 

  • Prepares detailed project budget and develops monthly, quarterly and annual cash budget and/cash flow.

  • Records all transactions accurately including cost sharing/contributions from different sources (from donor and CBF) and ensures that there are adequate supporting documents and that all transactions comply with CBF’s and donor’s requirements. 

  • Advises the Project Manager and other key project staff on proper fund request, financial planning, budget control, proper financial verification and approval procedures and on current and future budgetary positions.

  • Follows up on the activities of Admin & Finance Assistant and provide technical supports to the Admin & Finance Assistant, and ensures that there is a sufficient skill level exists for the effective financial control and management.

  • Ensures that all financial performances are comply with CBF’s and donor’s accounting policy as noted in the financial manual and generally accepted accounting principles.

  • Reviews and checks petty cash reimbursements and consistently implements petty cash management practices. 

  • Receives and records invoices and arranges payments, ensures that all nominal ledger control accounts are reconciled monthly, follows up and investigates any queries or differences and checks any resulting journal entries. 

  • Posts accounting data to ledgers form accounting recodes and documents, prepares financial reports and financial statements 

  • Supervises the collection of deposit and disbursement of fund and monitors bank balances ensuring that cash levels are maintained to meet payments as they are released.

  • Calculate, compile and prepare payroll, and verifies that all project expenditures are justified, properly made and signed and charged to correct accounts and prepare reconciliation of all accounts.

  • Ensures that all taxes are timely paid off and handle all relevant correspondence related to taxes and related issues from concerned government bodies.

  • Assist the procurement of project items/materials, equipment and supplies required for the office and project activities and ensures that the assets and all equipment of the field office are properly managed.

  • Facilitates the proper transportation of purchased items from the vendor/supplier to the field office and their distribution to the target beneficiaries.

  • Assists planning, directing and coordinating support service activities of the field office.

  • Prepares monthly, quarterly, semi-annual, annual and terminal financial reports and timely submits the same with all required supporting documents to the Project Manager and Finance Manager at CBF Country Office.

  • Implements inventory control procedures for the procurement and management of all items/equipment/assets of the project.

  • Represents the Project to donor, CBF and other project stakeholders, in respect of issues related to financial reporting, acquisition and utilization of financial resources. 

  • Regularly monitors expenditures against budgets and report the findings to the Project Manager and CBF Finance Manager.

  • Ensures proper documentation of financial and personnel related documents both in hard copy and electronics copy and keeps the documents in safe and secured places. 

  • Perform other related duties as required by the supervisor.

Duty station: Gazo/Angot/Muja or Gidan or Woldia, North Wollo Zone

Terms of Employment: One year with possibility of extension

Job Requirements

Minimum Education and Experience Required:

  • BA degree in Accounting and Finance Management or related field

  • Six (6) or more years of experience in related field 

  • Possess excellent computer skills, including MS Word, Excel, MS PowerPoint, MS Outlook, Quick Book and Peach Tree accounting software.

Skills, Competencies, Attributes, Traits, and Behaviours:

  • Strong budget development, tracking, and reporting skills using computer software/ computerized accounting programs

  • Good communication and organizational skills 

  • Good internet skills, including use of e-mail programs and group messaging

  • Good in English and Amharic both speaking & writing.

  • Ability to establish priorities and managing work under pressure and attention to details

  • Able to build, sustain and develop an effective teams and team playing capacity.

  • Able to achieve work within an agreed timetable by setting deadlines.

  • Able to work in high pressure environment with tight deadlines
