Job Description

Main Purpose

Contribute to the development of humanitarian affairs activities in the Mission by supporting the Management Coordination Team in the analysis of context, humanitarian situation, security and in the definition of advocacy strategies, according to MSF policies and values, in order to improve the humanitarian and human rights situation among population.

   Accountabilities         v  Perform data collection and research concerning local and international context, with regards to security, medical, nutritional and humanitarian issues, in order to provide reliable information for further decision-making.     v  Support the Head of Mission and field coordinators in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs.     v  Compile regular updates of the ongoing (inter-)national activities and plans of NGO’s, UN, ICRC, donors, authorities and other actors on lobby, policy and operational plans and initiatives in order to adequate MSF ’s activities and objectives.     v  Collaborate with the HoM, the Operational/Humanitarian Affairs Department at HQ and other relevant parties to develop a coherent global strategy, in order to address the humanitarian situation.     v  Define and review messages, tools, lobbying activities and other advocacy action plans and strategies, in order to raise all humanitarian issues in the mission and seek assistance and protection to affected population.     v  Ensure smooth working relationship with local authorities, other NGO’s, local communities and other factors, in order to facilitate MSF teams a better access to the population and improve MSF activities’ coordination with third parties.     v  Organize discussions, trainings, briefings, etc. about human rights and humanitarian law issues and current and future advocacy activities, in order to raise awareness of MSF staff regarding these matters.     v  Participates in the elaboration and updating of the Country Risk Analysis     v  Promotes and assists in the implementation of advocacy activities locally, nationally and internationally.     v  Supervises humanitarian affairs related staff in the Mission.  

MSF Section/Context Specific Accountabilities Humanitarian Affairs:     v  Somali and Gambella medico-humanitarian context monitoring     v  Monitoring of (1) access to food and malnutrition situation; (2) displacement, relocation and returns (both internal and from neighboring countries); (3) SGBV & UXO incidents and hotspot areas; (4) or any other emerging humanitarian concern.     v  Data collection and data entry in project databases & supporting projects with quality data recording     v  Provide training on red flags and training on other humanitarian affairs monitoring.     v  Attend and contribute to weekly staff meetings.      v  Advice the teams in Somali and Gambella regions on all issues related to humanitarian affairs.

Advocacy:     v  Support operational, medical and WASH teams in the further developing of their engagement strategy.     v  Networking with all relevant stakeholders and clusters related to humanitarian concerns, in consultation with the Project Coordinators (PCs).     v  In coordination with the PCs and Advocacy & Humanitarian Affairs Manager (HAM), attend cluster meetings and raise issues of concern on regional levels.     v  Assist AM in writing briefing notes, in line with, and to support updating the mission advocacy strategy.

Protection:  v  Advise the teams in Somali and Gambella regions on protection and referral pathways  v  Support with actor mapping for referral pathways  v  Identify (vulnerable) persons in need of protection, such as minors, persons with medical vulnerabilities, pregnant women, victims of violence, and person without legal status (non-registered);    v  Undertake individual protection case management based on a multidisciplinary approach, which includes identifying needs and referral agencies in coordination with the medical team. ·

Job Requirements

Education

  • Essential degree in Law, Humanitarian affairs, Political Sciences or related university degree.

  • Humanitarian negotiation (&/or protection) training

Experience

  • Essential previous working experience of at least two years in research, analysis and advocacy.

  • Essential experience with MSF or other NGOs.

  • Desirable working experience in developing countries (,Post-war and displacement settings, Sexual violence and protection settings ,Humanitarian affairs and emergencies settings)

Languages                               

  • Mission language essential(English). Local language desirable (Amharic is a must)

  • Nuer, Anyuak, and Somali is an asset but not essential

Knowledge

Good knowledge of humanitarian and protection actors’ landscape

Proven ability in data management and advanced knowledge of Microsoft Excel  is Essential
