Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

 GENERAL DESCRIPTION OF THE ROLE::

The Senior Production and Marketing Livestock Officer  reports to Borena Area Manager Manager and with matrix management to the Production and Market Team Lead and will have overall responsibility for overseeing the coordination of all aspects of the financial and emergency program activities of Crisis modifier in the Resilience in a Pastoral and agro-pastoral Areas (RIPA) across the crisis modifier cycle in collaboration with GOAL, Global Community (GC) and International Development (iDE) team members, government line offices at all level and other implementing partners engaged in market system development. This includes assessing the emergency situations, design interventions appropriate to crisis experienced in RiPA operational areas, implement, monitor, evaluate and draw lessons. The role will also ensure market system development not to compromise development work; rather help to strengthen development gains and sustain benefits to the target communities beyond the emergency. The incumbent shall use of accountability frameworks including maintaining compliance with donor regulations and requirements. He/she will be dedicated to support and closely work with programme team (Production and Market Team Lead and MEAL team) on documenting lessons and produce learning brief that will be used to inform programs and shared with both internal and external audiences.

 The incumbent will be required to spend about 750% of the time providing hands- on support to GOAL Borena RIPA team

and network partner staff in the region on capacity building for crisis response, preparedness and supporting Crisis Modifier implementation of market system development, monitoring and reporting. 

KEY AREAS OF ACCOUNTABILITY/DUTIES

Partnership Management, Reporting and Monitoring

·       To have a detailed understanding of what are the market system development activities of crisis modifier and implementing partners responding for the emergency, their business geographic coverage, products and services they offer, and the barriers pastoral and agro-pastoral communities have to accessing products and service that the crisis modifier intervention covers:

·       Lead and where appropriate (or required) provide technical support, capacity development and engage with the area or country office/partners/network members to design and deliver an appropriate livelihood-based market system development which are in line with GOAL humanitarian and development approach

·       Support the team leader in portfolios of coordination in defining, drafting, and implementing and monitoring market system development activities In liaison with procurement team, prepare Terms of Reference (ToR), raises purchase order and support procurement process for market system development activities  In coordination with the programme management unit, ensure that all contracted suppliers for market system development have collaboratively developed workplans and that these are implemented in an effective manner

·       Research on funding opportunities in alternative business options for monitoring and or comparison purpose on the performance of the crisis modifier

·       In coordination with production and marketing team lead organize regular market system development Meeting with partners and/or other events that facilitate the progress review and sharing of learning across partners.

·       Monitor the timely submission of accurate financial reports and regularly review and share contracted suppliers’ financial forecasts with the P&M Team Lead.

·       Support the suppliers in preparation and submission of timely, accurate and well written donor reports and other reporting requirements

·       Closely contracted ‘suppliers burnout rates to ensure actual expenditure is in line with approved budget.

·       Work closely with CLA and MEAL teams and Production and Market Team Lead to ensure that the suppliers and target communities are being monitored for progress against deliverables and develop monitoring tools tailored for activities of the market system development 

·       Ensuring that a positive and mutually respectful relationship is maintained at all times between GOAL and suppliers, addressing any issues as they arise

·       In coordination with programme team, organize project closeout meeting with partners

·       Be responsible to liaise with the RIPA North cluster counterparts and share lessons learnt from ongoing and previous projects

Risk assessment and facilitation of audit

·       Regularly assess potential risks related to the supplier and provide an input to the management to be included in the country risk register.

·       Coordinate with compliance and finance team during donor, annual statutory and other government audits related to activities implemented in response to the market system development.

·       Maintain records of communication, commitments, market values, and distributions

Other tasks

·       Contribute to establishing a team culture grounded in collaboration, openness, and learning

·       Perform other duties as assigned by Area Manager, CLA advisor and the Production and Market Team Lead.

·       To keep up to date information on emergency, responses provided and regulation changes

·       Be responsible to liaise with the RIPA North cluster counterparts and share lessons learnt from ongoing and previous projects

Team management

·       This position requires direct supervisory role and technical oversight to Borena production and marketing and Nutrition team and requires the incumbent to work closely with contracted suppliers, target communities and government partners at all levels and with Consortium team members to achieve the objectives of saving lifes and livelihood in the face of compounded crisis.

Collaboration, learning and adaptation (CLA)

·       To manage joint initiatives adaptively to identify what work (and what does not), take successful initiatives to scale and contribute to learning in market system developments for pastoral and agro-pastoral communities within the consortium and more broadly within the sector.

·       Work collaboratively with the RIPA CLA and MEAL team to ensure the monitoring and evaluation plan is fit for purpose and reflects all internal and donor reporting requirements.

·       Work collaboratively with the RIPA CLA and MEAL team to develop the market system development learning questions and ensure that appropriate data is being collected and analyzed.

·       Produce at least one market system development learning brief per intervention

·       Work jointly to integrate gender and inclusion concepts in implementation and work inline to the RiPA gender guideline designed for the specific program throughout the program cycle

·       Foster an inclusive working environment which is non-threatening and safe for all including an environment that addresses safeguarding adequately through identification of barriers, discuss concerns and mitigate in accordance.

Job Requirements

  • Minimum two (2) years of experience in a similar role with one year experience within market system development in the face of crisis   

  • Experience in collaborating and working with private supplier or public sectors or INGO sectors.  

  • Strong analytical skills 

  • Strong communication, presentation, and training skills (in both spoken and written English)

  • Excellent interpersonal skills and an ability to build relationships with a range of organizations.

  • Strong knowledge of Livestock Emergency Guideline and Standard (LEGS); preferably LEGS trained and certified.

  • Proficient computer skills (MS Word and Excel)

  • Ability to travel up to 80% of time from base.

Desirable Quality, Skill and Competence

  • Qualified and experienced candidates who originate from agro / pastoral communities.
