Job Purpose   

The Senior Humanitarian Manager – is responsible for the overall leadership and management of all LWF humanitarian response. This entails the overall responsibility for the effective and efficient management of LWF emergency operations which include resource mobilization and grants management, human managing the human, financial, logistics, procurement and administrative resources and functions.

The Senior Humanitarian Manager is the primary representative of LWF in key coordination meetings, clusters, inter agency and technical meetings, NGO partners and Government authorities.

Essential Duties and Responsibilities

Leadership

  1.  Lead the overall LWF Ethiopia humanitarian response portfolio;

  2.  Ensure high quality, timely and compliant program implementation,  in line with donor regulations and LWF grant management procedures

  3.  Monitor risk in close liaison with the CO leadership to agree on risk mitigation strategies; develop plans to address these risks and escalate issues as appropriate;

New Business Development

  1. Lead prepositioning and planning to reach out to in-country donors and identify opportunities. Lead the go-no-go process from the LWF side. Secure all needed approvals prior to submission;

  2. Lead the process of developing and submitting high quality and compliant concept notes and proposals that are aligned with LWF’s response strategy and donor priorities, in line with LWF’s Standard Operating Procedures;

  3. Work closely with the Program, Finance, HR and Procurement and Logistics units and to coordinate proposal timelines and roles and responsibilities;

  4. Maintain knowledge management systems around resource development (ensuring documents are posted on Activity Info as applicable, maintaining proposal libraries, documenting lessons learned, etc.).

  5. Oversee donor communications, requests and amendments to ensure they are communicated effectively and oversee completion of resulting actions; coordinate response to donor queries as needed;

  6. Problem-solve grant implementation with the country team to instill overall health of grants escalating issues to supervisor as needed;

  7. Monitor donor compliance responsibilities for assigned portfolio, monitor award implementation, supporting reporting and procurements to ensure compliance with donor requirements, and providing needed compliance support to field offices;

  8. Provide leadership to project kick-off for grants, including planning and facilitating startup calls/meetings, and reviewing project timeline, deliverables, and donor requirements in detail;

  9. Ensure completion of program-specific components of the grant closeout process, including the submission of narrative reports and disposition requests;

  10. Support the Program Unit to maintain knowledge management systems for portfolio of grants (ensuring documents are posted on the LWF MEAL system as required under donor/LWF regulations and processes;   

Coordination and Accountability

  1. Actively engage in  humanitarian coordination mechanisms including all relevant clusters and task forces;

  2. Builds effective networking / collaboration relations, communication and partnerships with implementing partners, communities, NGOs and local and State level Government stakeholders and protects LWF integrity and accountability;

  3. Ensure that projects are implemented according to SPHERE and the Core Humanitarian Standards;

  4. Takes prompt and appropriate action to resolve existing and anticipated problems and address the concerns and complaints of stakeholders;

  5. Facilitate the formulation of a practical Complaints and Response Mechanism (CRM) suited to the local context.

Finance and Admin

  1. Monitors closely project expenditures against the approved budgets;

  2. Ensures effective application of adequate internal control and risk management procedures, including proper authorization of purchases and payments, and ensures satisfactory accountability of all project expenditures in line with LWF and donor financial regulations;

  3. In liaison with the Finance Manager, prepare and present timely and accurate monthly financial projections of expenditure for humanitarian projects; Ensures timely submission of monthly cash projections, financial reports and supports the finance staff to fulfill their functions in liaison with the Finance Manager;

  4. Certifies all requests for procurement and contracts in conjunction with the Procurement Committee and ensures that procurement of goods and services for project implementation are done in accordance with established LWF policies and procedures;

  5. Maintains updated asset register and monitors and reports regularly on the proper usage of LWF assets, supplies and other consumables;

  6. Ensures safety and security of staff and advises and consults with the LWF country management on security matters, and takes appropriate action in line with the security policy.

Human Resources

  1. Actively engage in the recruitment of qualified project staff with the help of the HR Unit;

  2. Manage the performance of staff under his/her direct supervision;

  3. Maintain team work and an enabling working environment for field teams including ensuring clear reporting and communication channels and regular documented meetings;

  4. Support the professional development of the team members and conducts regular performance appraisal of the team members;

  5. Support the identification of training needs and plans their execution.

Other

Carries out any other duties as assigned by the LWF/DWS Resident Representative or her designate.

Job Requirements

  • At least a Master’s degree in Social Sciences, development studies or its equivalent from a recognized institution

  • Minimum of 10-year experience in managing large development and humanitarian projects;

  • Demonstrated knowledge of and experience working with USG and UN agencies as donors and partners. Working with and raising funds from BHA/BHA, BPRM, WFP, IOM, FAO and UNHCR.

  • Experience implementing high value, high risk USG and UN projects;

  • Demonstrated success working across the full cycle of project/award management, including strong experience in program design and proposal development;

  • Demonstrated ability to effectively collaborate across teams to deliver results; ability to manage by influence internally and to work in a matrixed structure;

  • Proven ability to think and act strategically, including the ability to communicate effectively verbally and in writing;

  • Demonstrated attention to detail, ability to multi-task and able to make independent decisions;

  • Professionally proficient written and verbal English communication skills

  • Professional proficiency in Word, Excel, PowerPoint, and ability to learn and communicate with SharePoint systems.
